QUESTIONS and ANSWERS (Q&A) DoD Overseas Military Banking Program (OMBP) Industry Day - October 4, 2021
1. DoD: For a financial institution (FI) to operate on a Department of Defense installation they must be insured by the Federal Deposit Insurance Corporation (FDIC) or National Credit Union Administration (NCUA). The FI must also be a designated depository by the U.S. Government, which allows them to operate as a Treasury General Account (TGA) to facilitate official deposits to the U.S. Treasury. The banking program currently operates in one location that requires licensing, for others we have agreements with the host country that permit those banking operations to take place without licensing.
Q: Can you identify which country that is?
A: Licensing is required in the United Kingdom
2. DoD: Establishment of OMBP Operations – a baseline.
DoD determines MBF establishment.
a. A total of at least 1,000 permanent military personnel and DoD civilian employees is necessary to qualify for a full-time MBF
b. Except in unusual circumstances, a total of at least 250 permanent military personnel and DoD civilian employees is necessary to qualify for a part time MBF DoD determines ATM count and placement - New operating locations and ATMs may be established:
a. In locations where operations currently exist
b. In locations where no operations currently exist
Q: On the new operating locations, can you give an overview of what it would take to open a new location? Like a rollout of what’s need and timeframes?
A: I can give a real high level. Typically the requirement would be identified, there would be dialog between the department and the banking contractor to identify what it would take to operate in that foreign location. From there, a plan would be developed to execute to provide services required. As I previously mentioned, there could either be a licensing requirement or agreements between the U.S. Government and host country allowing banking operation at that location.
Q: Has there been one in the recent past, and how long did it take to establish?
A: It’s really difficult to establish a time frame since they’re all different. Different things may need to happen to facilitate operations.
3. DoD: Six (6) overall objectives for Contractor operations of the OMBP in the current contract:
a. Maximizing the use of automation in bank operations when cost effective
b. Enhancing operational and management efficiencies and expanding revenue-producing products and services
c. Identifying and allocating costs incurred to the banking products and services provided (profit/loss reports)Standardizing and improving the usefulness of reported data
d. Improving MBF employee effectiveness and efficiency through training programs that support technology, products, and customer service
e. Streamlining operations (where possible) and improving efficiency
Q: With respect to fixed objectives. Automation, improve data, streamlining. Would the Government entertain the funding of innovative solutions in support of this contract?
A: In general yes, it would need to be evaluated ahead of improvements.
POST-INDUSTRY DAY Q&A
1. Q: Can we get a list of the other participating organizations here at industry day or that initially requested information packets for the industry day?
A: We will not be releasing information about other interested parties at this time. We do not see this information as relevant or conducive toward an effective and efficient acquisition process
2. Q: As a small business, who enables automation and the streamlining of extracting data for critical processes such as those associated with banking, I was wondering if your office is supporting introductions to potential primes for teaming purposes?
A: At this time, we do not anticipate supporting introductions to potential primes for teaming purposes as there is no way to determine with any certainty who potential primes are.
3. Q: Would it be possible to receive an introduction to OMBP Leadership and the OMBP Contracting Officer? I would like to provide more detail on my company, and how we could support banking operations.
A: The Government welcomes and encourages input and feedback from industry. At this time we do not plan on having personal introductions. In the event an industry partner has an innovative idea for the program or ideas on how the program might be supported in new ways, the OMBP welcomes and encourages that feedback. As previously mentioned, any feedback/input or questions should be submitted to: Dana King at: dana.l.king4.civ@mail.mil
