About this file
This Addendum No. 1 document, issued October 7, 2026, pertains to the Northeast State Service Center Reimagining Project managed by the State of Delaware, Office of Management and Budget, Division of Facilities Management, in coordination with Davis, Bowen & Friedel, Inc. (DBF). The project involves interior renovation and reconstruction of approximately 3,000 square feet at the Northeast State Service Center located at 1624 Jessup Street in Wilmington, Delaware, including vestibule reconstruction, addition of an exterior stair, and all associated mechanical, electrical, and fire protection work. A mandatory pre-bid meeting was held on October 7, 2026, with attendance required for general contractors to qualify for bidding. Sealed bids are due October 27, 2026, at 1:30 p.m., via the Bonfire Portal or in person at the Haslet Armory, 122 Martin Luther King Jr. Boulevard South, Dover, Delaware. Bids will be opened and read aloud at 2:30 p.m. on the same date. The contract duration shall be noted on the bid form as the time from issuance of the Purchase Order to Substantial Completion. Contractors must submit all questions in writing by October 19, 2026, and substitution requests by October 15, 2026. A walkthrough of work areas was conducted following the pre-bid meeting.
Each bid must include a Bid Bond equal to ten percent of the bid price and all additive alternates, with performance and payment bonds equal to 100 percent of the contract amount required upon contract execution. The project is state-funded and subject to Delaware prevailing wage requirements, with rates effective March 15, 2026; contractors are responsible for submitting wage reports to the Department of Labor. The base bid includes a $30,000 allowance for unforeseen circumstances, and an alternate is available for four ten-hour work days starting at 5:30 p.m. The subcontractor list must be fully completed and submitted with the bid, identifying subcontractors for carpentry, flooring, painting, mechanical, electrical, fire alarm, and structured cabling trades. The prime general contractor and all subcontractors must be licensed to practice their trade in Delaware and the City of Wilmington prior to contract execution. Affidavits of Craft Training Compliance and Employee Drug Testing are required before contract execution. The facility will remain occupied during construction, requiring daily debris removal and material delivery with extremely limited laydown space. Contract documents may be purchased from Davis, Bowen & Friedel, Inc., for $25.00 per electronic set.
