About this file
This Request for Proposal (RFP) is issued by the Okaloosa County Board of County Commissioners in Florida for the Okaloosa County Offshore Artificial Reef Construction Project 2026, specifically soliciting proposals for the design, fabrication, and deployment of large and small prefabricated artificial reef modules. The project requires the deployment of prefabricated concrete modules (28 units at least 6 feet tall and 4 units at least 15 feet tall) within the LAARS A permitted area offshore Okaloosa County at five designated patch reef locations at depths ranging from 114 to 121 feet. All modules must weigh a minimum of 6,000 pounds, be composed of marine-grade concrete with a minimum strength of 4,000 psi, and include surface treatments and multiple openings for water circulation and marine life access. The RFP was advertised May 7, 2026, with a mandatory pre-proposal meeting scheduled for May 18, 2026, at 10:00 a.m. via Zoom conference. The deadline for questions is May 20, 2026, at 3:00 p.m., and proposals must be submitted electronically through OpenGov by May 29, 2026, at 3:00 p.m. All project work must be completed by July 31, 2026, with no compensation provided for work completed after this deadline. A review committee will evaluate proposals on June 9, 2026, with potential oral presentations scheduled for the week of June 15, 2026, followed by Board of County Commissioners approval.
Proposal evaluation will be based on five criteria: Module Specifications (40 points), Reef Price per Unit/Total Project Cost (20 points), Experience and Understanding (15 points), Schedule of Operations (15 points), and Available Deployment Resources (10 points). Respondents must provide detailed technical specifications, scale drawings, and pricing for both small and large modules, demonstrating stability, durability, and minimal subsidence tendencies through documentation of past performance at similar depths. Contractors must have successfully completed at least one artificial reef construction project within the past five years, provide three professional references (one from a prior artificial reef client), maintain required insurance coverage including Commercial General Liability ($1 million per occurrence), Business Auto Liability ($1 million per accident), and Watercraft Liability ($1 million per occurrence). Additional requirements include Workers' Compensation insurance, E-Verify compliance, a Certificate of Good Standing from the Florida Department of State, and SAM.gov registration if the project receives federal or state grant funding. Liquidated damages will be assessed for modules that are misplaced, disoriented, cracked, or broken during deployment, with deductions ranging from 10 to 100 percent depending on damage severity. The contract will be awarded to the responsible and responsive respondent whose proposal is determined most advantageous to the County, considering price and technical criteria; the County reserves the right to reject any or all proposals and award to multiple vendors if deemed in its best interest.
