About this file

The document is a bid solicitation from the Ohio Department of Natural Resources, Wildlife District 2, Fish Management, seeking proposals for the Oxbow Lake Boat Dock Refurbishment project located at 19966 Schick Rd. in Defiance County, Ohio. The project involves replacing deck boards on a boat dock measuring 8'6" wide by 36' long (in two sections), with specific requirements including complete removal of existing wood, rub rails, and cleats, and installation of new Trex Select composite decking in Pebble Gray or Winchester Gray. The dock can remain in the water during renovation, with a potential crane-assisted removal option. Bidders are encouraged to schedule a site visit with Mike Wilkerson and must submit their proposal through Ohio Buys, with a delivery date set for December 1, 2024.

The contract will be awarded to the lowest responsive and responsible bidder based on a low lot total calculation, which involves multiplying unit costs by estimated usage. All bidders must submit a Standard Affirmation & Disclosure Form and may be required to sign an Addendum to Bid Quote or Personal Services Agreement. Invoices must be submitted directly to Ohio Shared Services through email, fax, or mail. The evaluation process emphasizes comprehensive bid submission, with failure to bid on all items potentially resulting in a non-responsive designation. The procurement follows standard state purchasing guidelines, with an emphasis on thorough documentation and competitive pricing.

Specifications:

We are soliciting bids for the replacement of deck boards on the Oxbow Lake boat dock located in Defiance County OH. Photos and size descriptions are listed below. All existing wood, rub rails, and cleats must be removed. Rub rails and cleats should be reused and old lumber hauled away for disposal.

New decking shall be composite decking boards (Trex Select series or comparable alternative with approval) in a Pebble Gray or Winchester Gray color. Treated lumber (2x6) should be secured to the underlying steel frame as shown in Figure 1, and new composite boards attached to the treated lumber.

All composite decking will be attached across the width of the dock (Figure 2) and attached with hidden fasteners. All decking boards will be framed along all edges with 2x6 treated lumber (Figure 2). Docks will be left in the water, but you can remove them if preferred (include in your cost estimate and plan work for ice free time). A crane would be needed. If you would like to visit the site, please call to arrange a visit (Mike Wilkerson 419‐429‐8375).

Evaluation. The contract will be awarded to the lowest responsive and responsible bidder as determined by the State.

Contract Award. The contract will be awarded to the lowest responsive and responsible bidder by low lot total. Low lot total will be determined by multiplying the unit cost by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive.

Site Visit & Point of Contact

Prior to submitting a bid response, offerors are encouraged to visit the site. You can schedule a visit with Mike

Wilkerson by phone at 419‐429‐8375 or email at mike.wilkerson@dnr.ohio.gov.

Once a contract is awarded, failure of the bidder to have requested a site visit to become familiar with the facility and requirements of the bid will be insufficient reason to support any request to be released from the contract.

The awarded supplier will be required to sign an Addendum to Bid Quote or Personal Services

Agreement. Example attached.

All bidders must sign and attach the Standard Affirmation & Disclosure Form to their bid in Ohio Buys.

This may be signed electronically through Adobe or through a wet signature. If this is not attached, the winning bidder will be asked to sign before a contract can be routed for review.
