About this file

This is a Request for Information (RFI) issued by Federal Prison Industries (UNICOR), operating under the Department of Justice Bureau of Prisons, seeking input from potential suppliers on structuring a future Request for Proposal for lounge seating component parts and materials. UNICOR intends to enter into a 5-year agreement to procure comprehensive lounge-style seating lines (1-seat, 2-seat, and 3-seat fully upholstered units) that will be assembled by federal inmate workers into finished office furniture products for sale to federal government agencies. Current delivery locations are FCC Allenwood, Pennsylvania and FCI Beckley, West Virginia. The RFI response deadline is 2:00 PM EST on Tuesday, July 7, 2026, with responses to be submitted electronically to Joshua Hummel (joshua.hummel2@usdoj.gov) and Tiffani Balestrini (tiffani.balestrini@usdoj.gov).

The RFI objectives focus on expanding the domestic vendor base, particularly small businesses, and increasing market awareness among qualified suppliers. Respondents are requested to address four key questions: (1) company interest and background information; (2) domestic source availability; (3) small business registration status in SAM; and (4) general market information including industry standard lead times, appropriate economic price adjustment indices, and standard ordering quantities. The government emphasizes that this RFI creates no commitment to proceed with procurement, imposes no obligation to pay response costs, and that any future solicitation will be advertised on SAM.gov. Respondents should not expect preference or special consideration based on RFI participation, though input may inform one-on-one market research discussions and inform the eventual RFP structure.

BACKGROUND

Federal Prison Industries, Inc. (FPI), operating under the trade name UNICOR, was established by statute and Executive Order 6917 in 1934 with a mission to rebuild the lives of individuals who have taken wrong turns in life. FPI’s program provides federal inmates with valuable job and life skills, which, upon release from prison, will enhance their prospects for employment and success within their communities, and it does so without spending American tax dollars. FPI is unique in that it is a manufacturing organization operating within the U.S. Federal Government.

Currently, FPI is comprised of seven (7) business sectors: Agribusiness, Electronics, Clothing and Textiles, Fleet Services, Recycling, Office Furniture, and Services. Throughout the 85-year history of FPI, these business groups have changed based on market opportunity and demand patterns. Combined, these business groups provide hundreds of products and services to multiple departments and agencies of the Federal Government such as the Department of Justice, Department of Defense, and Defense Logistics Agency. While FPI has a private sector customer base, the majority of its customers are Federal Government agencies.
