About this file

This document contains responses to offeror questions submitted for Idaho Public Television's (IDPTV) RFP 1214 for a Transmission Encoder System. The RFP addresses the procurement of equipment and services necessary to support the state's public television transmission infrastructure. Key procedural clarifications indicate that vendors will be required to participate in a demonstration and testing phase utilizing video clarity testing methodologies, with testing conducted on a single IP stream containing two services (one SD and one HD). The system may be constructed remotely but must be commissioned on-site at IDPTV facilities. IDPTV will manage the switch according to vendor requirements during the testing process.

The testing protocol requires vendors to perform stat muxing on two concurrent SDI sources (one HD and one SD) and output an IP stream for decoding and comparison against original sources. Evaluation will employ multiple testing metrics including JNOD, PSNR, and DMOS tests, with twelve separate tests conducted for each vendor across both HD and SD file sets. The standard PMCP XML file containing virtual channel numbers will be provided only upon request of the awarded contractor. The RFP emphasizes technical performance through rigorous video clarity testing rather than traditional pricing competition, with the selection process focused on encoder system quality and transmission capabilities.

Is the video clarity test scoring per service, or is there a way to average all 5 services together to get one point value?
We will be testing 2 sets of 2 concurrent SDI sources that we have set MXF files for. One source is HD, and the other source is SD. These files have content that was copied from our usual content to get a good overall view of our content.

Will there be only one TS for this demo test, or would a complete 5 TS system be required?

Only one IP stream is needed for the test, and that stream only needs to have 2 services, one SD and one HD.

General
Will commissioning need to be onsite or remote?

Can you please explain the Video Clarity testing process in detail to ensure accurate stat mux testing results?
We are going to provide 2 SDI sources, one in HD and one in SD. The vendor will encode these sources using Stat Muxing and output an IP stream for our Thor unit to decode back to SDI. Then that SDI source will be recorded and compared to the original for testing purposes using the Video Clarity system. We will run 2 sets of files in both HD and SD for testing, and we are using the JNOD, PSNR, and DMOS tests. This amounts to 12 separate tests for each vendor.
