About this file

This is an Invitation for Bid (IFB) form submitted to the State of Illinois, specifically the Illinois Department of Natural Resources, for agricultural farming services on state-owned property located within Hanover Bluff Erwin State Natural Area. The document serves as the formal offer submission vehicle for potential bidders interested in securing a farm lease contract. Bidders are required to complete and submit all required documentation as outlined in solicitation document section A.1, with failure to meet all requirements resulting in automatic disqualification. The form provides bidders the opportunity to identify any applicable preferences under the Illinois Procurement Code, including Illinois Business Preference and Domestic Product Preference, along with supporting documentation such as affidavits or alternate descriptions as needed.

The document establishes that standard Terms and Conditions will become part of any resulting contract, with bidders permitted to submit redline versions of these terms if they wish to take exceptions to specific provisions; however, the State reserves the right to accept or reject any proposed exceptions. Bidders must acknowledge that by completing and signing this form, they are making a binding bid to the State of Illinois that the State may accept. The Illinois Procurement Code preferences mechanism allows qualified vendors to claim business opportunities, and bidders are required to indicate which preferences apply to their bid, if any, and provide itemized listings and explanations supporting their preference claims. The document does not contain specific information regarding pricing, contract term, renewal options, award dates, or site visit details within the readable portions provided.
