About this file

This is an Invitation for Bid (IFB) form submitted to the State of Illinois, specifically the Illinois Department of Natural Resources, for agricultural farming services on state-owned property within the Jim Edgar Panther Creek State Fish & Wildlife Area. The document serves as the bidder's formal offer to perform services in full compliance with the solicitation requirements. Bidders must complete and submit all required documents as specified in solicitation section A.1, with failure to meet requirements resulting in disqualification. The form requires bidders to indicate whether they are claiming any applicable preferences under the Illinois Procurement Code, including the Illinois Business Preference or Domestic Product Preference, with supporting documentation required for each claimed preference.

Any bidder taking exception to the Standard Terms and Conditions must submit a redline version of those terms with their offer, which the State may accept or reject at its discretion. The Standard Terms and Conditions are available on the Illinois CPO website at https://cpo-general.illinois.gov/solicitation-and-contract-templates.html. By completing and signing the form, the bidder makes a binding offer to the State of Illinois that the State may accept, thereby creating a resulting contract. The document includes various fields for bidder information, preference claims, exceptions to contract terms, authorized representative signature, and submission date.
