About this file
This is an Invitation for Bid (IFB) form submitted to the State of Illinois Department of Natural Resources for agricultural farming services on state-owned property within the Jim Edgar Panther Creek State Fish & Wildlife Area. The document serves as the formal offer submission mechanism for bidders responding to the solicitation for farm lease services. The solicitation requires bidders to submit completed documentation as specified in the IFB section A.1 Required Documents, with failure to meet all requirements resulting in disqualification. Bidders must reference the standard terms and conditions available through the Illinois Chief Procurement Office website, and any exceptions to these terms must be submitted with a redline version of the contract language for state review and approval.
The form addresses preference opportunities available under the Illinois Procurement Code, including the Illinois Business Preference and Domestic Product Preference, which bidders may claim by completing the appropriate affidavits or designating items accordingly. Bidders are required to certify compliance with all solicitation requirements through authorized representative signature and attestation. The document does not specify pricing details, contract term length, renewal options, or award dates within the accessible portions of the form, as these elements would be contained in the referenced detailed IFB documentation and scope of work.
