About this file

This is an Invitation for Bid offer form submitted to the State of Illinois Department of Transportation (IDOT) District 1 for solicitation B-50137, a rebid for boat operator and bucket boat rental services for fiscal year 2026. The procurement seeks qualified boat operators to manage bucket boat equipment with man lift capabilities to support IDOT District 1's operational needs. The solicitation includes rental or lease of equipment with operator services, boats, motors, and marine equipment under NIGP codes 975-35 and 975-21. Bidders were required to submit proposals by February 18, 2026. The contract terms and conditions are based on the State of Illinois Standard Terms and Conditions, available through the Cooperative Procurement Organization (CPO) website, with bidders permitted to submit redline exceptions for state consideration and potential acceptance or rejection.

Bidders must submit a completed Business Enterprise Program (BEP) Utilization Plan at the time of bid submission and an IPG Active Registered Vendor Disclosure form certifying current Illinois Procurement Gateway registration and state vendor registration status. The procurement includes a 3% BEP goal requiring bidders to demonstrate commitment to utilizing certified minority-owned businesses (MBE), women-owned businesses (WBE), businesses owned by persons with disabilities (PBE), and veteran-owned or service-disabled veteran-owned small businesses (VOSB/SDVOSB). Bidders may satisfy diversity goals through self-performance if certified, through subcontracting with certified diverse vendors, or by demonstrating good faith efforts and requesting a goal waiver or reduction. Vendors must certify compliance with forced labor requirements for apparel and disclose any current or pending contracts with State of Illinois entities exceeding $100,000 in annual value. Successful contractors must maintain monthly reporting of BEP/VBP vendor utilization and payment documentation throughout contract performance, with records retained for three years post-completion. The specific award value or contract term length is not disclosed in the available documentation.
