ConnectED/FUTURE READY TECHNICAL ASSISTANCE FOR STATES
STATEMENT OF WORK
JULY 27, 2016
OVERVIEW
The Office of Educational Technology (OET) requires content expertise to develop Future Ready professional learning resources for states to meet the goals of the White House ConnectED Initiative. The goal of the ConnectED Initiative is to extend high-quality education to all students through high speed internet, access to quality digital learning resources and access to transformative teaching and learning opportunities. Over the last two years:
· Billions of dollars are newly available to help schools bring broadband to the classroom
· Over 2,200 districts have taken a pledge to scale digital learning with more signing weekly
· 17 states have pledged to lead statewide efforts to make using technology in transformative ways a priority in their schools
· OET formed a national coalition of more than 50 public and private partners to help amplify the work OET, in collaboration with the White House, has played a central role in fulfilling the President’s vision for completing this work within 5 years.
To build state-level capacity and encourage more states and districts to commit to become Future Ready, the contractor shall develop, in partnership with the Department: (1) a “summit-in-a-box” set of professional learning resources for states and districts to use to host statewide and/or regional convenings summits designed to provide customized support and training for district teams; and (2) Future Ready Coalition Partner toolkits designed to transform teaching and learning through technology (http://futureready.org/about-the-effort/partners/). For example, the contractor may work with FR Coalition partners who support teachers, principals, school board members and/or parents to develop Future Ready aligned toolkits. All professional learning resources will be formatted for release on tech.ed.gov and Future.Ready.org.
SPECIFIC REQUIREMENTS
SCOPE OF WORK
The contractor shall be responsible for carrying out all phases of work associated with the major activities under this contract. The contractor shall work in coordination with the Contracting Officer Representative (COR), especially during the development phases of all tasks. The COR will be responsible for the review of all deliverables.
TASKS
The contractor shall provide the services as described in the following tasks:
TASK 1 – COMMUNICATION WITH THE DEPARTMENT
Throughout the duration of the contract, the contractor shall maintain effective communication to keep the COR informed by phone, email, and virtual meetings. At all meetings, the contractor shall brief the Department staff and discuss plans, progress, difficulties and solutions. That contractor shall store all contract resources in a Google Drive folder.
Kickoff Meeting. The contractor shall meet virtually with the Department via Google Hangout within one week of the effective date of this contract. At the meeting, the contractor and the Department shall discuss expectations for the tasks comprising the contract and discuss the schedule of deliverables. The contractor shall submit to the COR minutes of the meeting.
Biweekly Meetings with the Department. The contractor shall meet with the COR every two weeks via a video chat platform. If requested by the COR, these meetings shall include subcontractor staff, if applicable. One week before each meeting, the contractor shall prepare and submit to the COR a draft agenda and any supporting materials for the meeting. Within one week after each meeting, the contractor shall prepare and submit to the COR a draft summary covering the main points discussed during the meeting, any changes in plans, any further actions to be taken, and a list of participants. If requested by the COR within one week of receiving comments on the meeting summary, the contractor shall submit a revised summary within two days after receiving the COR’s comments.
TASK 2 - PROFESSIONAL LEARNING RESOURCES FOR STATESSUMMIT-IN-A-BOX
The contractor shall work with the COR to translate the format and materials developed for the regional 2-day Future Ready Summits (http://futureready.org/summits/) into replicable modules designed for states to host their own state summit and/or regional conveningssummits for the districts within their state. The current sessions cover such topics as collaborative leadership, personalized professional learning, creating and maintaining a robust infrastructure, and shifting towards more personalized student learning. In addition, there are sessions on budget and sustainability, curating and creating digital resources, parent engagement, closing the digital use divide, home access, and developing community partnerships.
In consultation with the COR and other OET staff, the contractor shall develop a detailed work plan for this task that includes preliminary schedule with tasks, milestone, decision points and deliverables. The work plan shall be submitted to the COR in draft form for review. After receiving feedback on the draft, the work plan will be revised and submitted as final. The contractor shall develop the state-level professional learning resourcesSummit-in-a-Box based upon the approved work plan.
TASK 3 - COALITION PARTNER TOOLKITS
Working with Future Ready Coalition partners identified by the COR, the contractor shall create eight (8) content toolkits that provide support for transforming teaching and learning through the use of technology. For example, the contractor may work with Coalition partners who support teachers, principals, school board members and/or parents to develop ConnectED/Future Ready aligned toolkits. A parent-facing toolkit might, for example, explain the importance of moving towards digital learning as well as describe what families should and should not expect as a school or district makes this transformation.
The materials developed in partnership with Coalition partners may also be used during a state-level national convening and with the state-level professional learning resourcessummit-in-a-box toolkit, but should be designed to be stand-alone. The contractor shall develop and format these toolkits for publishing on tech.ed.gov, futureready.org, and on appropriate Coalition Partner websites.

The contractor shall develop the Coalition Partner ToolkitsSummit-in-a-Box based upon the approved work plan.
OPTIONAL TASK A - ADDITIONAL COALITION PARTNER TOOLKITS
If exercised by ED, the contractor shall create fifteen (15) additional content toolkits aligned with the requirements in the Task 3 Work Plan.
In consultation with the COR and other OET staff, the contractor shall develop a detailed work plan for this task that includes preliminary schedule with tasks, milestone, decision points and deliverables. The work plan shall be submitted to the COR in draft form for review. After receiving feedback on the draft, the work plan will be revised and submitted as final. The contractor shall develop the professional learning resources Summit-in-a-Box based upon the approved work plan.
PERIOD OF PERFORMANCE
The period of performance of the base contract is 12 months. If exercised, Optional Task A may be performed concurrently or may require extending the duration of the base contract period.
