About this file

This is an addendum to a Request for Proposal issued by Ozaukee County, Wisconsin for the operation of Shared Ride Taxi Services and Commuter Bus Services. The addendum updates fare schedules and provides clarifications on service specifications and operational requirements for the contract period beginning January 1, 2023. The RFP sought sealed proposals through October 28, 2022, with the contract consisting of an initial 24-month period followed by three optional one-year renewals for a potential five-year total commitment. Services include a Shared Ride Taxi service for general and specialized populations and an Ozaukee County Express (OCE) commuter bus service with routes to Milwaukee. Ozaukee County reserved the right to adjust Milwaukee stop locations based on actual rider demand and confirmed that the OCE buses may be parked at the county transit services building.

The addendum establishes 2023 fares for Shared Ride Taxi services ranging from $3.50 to $8.00 for adults depending on mileage, with reduced rates for students and seniors/disabled passengers, plus optional surcharges for specific routes and connections. The OCE one-way fare is set at $5.00 with discounted fares available for elderly, disabled, and student populations. Ozaukee County allocated $45,100 in its 2023 budget for information technology license and maintenance fees and confirmed that QRyde software would be provided for dispatch and scheduling of the Shared Ride Taxi service, though contractors could utilize alternative software if desired. The Shared Ride Taxi service is subject to ADA compliance requirements due to partial funding through Federal Transit Administration grants, and Ozaukee County reserved the right to seek liquidated damages for service failures. Current volume discount programs include punch cards for taxi services and monthly passes for bus services, with the county working to integrate these into a unified farebox system.

QUESTIONS AND ANSWERS

1. We see that Qryde is mentioned under Driver Logs in section 1.8. Is Qryde also your reservations scheduling and dispatching software?

QRyde is our reservations scheduling and dispatch software for Shared Ride Taxi only.

Operational and statistical reports are drawn from this data.

2. We understand that contractors can bring their own software. If a contractor were to bring dispatching and scheduling software, would the County still expect QRyde to be used in some fashion?

Contractors who bring their own software would not be expected to use QRyde.

3. Do you have a dedicated budget for software with your service?

Yes. The proposed 2023 budget allocates $45,100 for information technology license & maintenance fees.

4. We see that Specialized Service is available for disabled and elderly individuals. Is any part of that service subject to formal ADA compliance requirements (ADA Complementary Paratransit)?

Are there liquidated damages or penalties for failure to deliver service?

Shared Ride Taxi, including the specialized service, are subject to ADA compliance as they are funded in part through federal FTA grants. Shared Ride Taxi is not a complementary paratransit service. Ozaukee County reserves to right to seek liquidated damages or penalties for failure to deliver service. There isn’t a regulated penalty for failing to meet all specialized service requests.

5. We see that the county will try to accommodate same-day bookings for Specialized Services. Is any part of the service (Specialized Services or general public) “On-Demand”, where a rider can request and receive a ride as soon as possible?

No, Shared Ride Taxi is not on-demand.

6. If no on-demand portion exists currently, does the County have plans to implement this in the future?

There are no current plans to implement an on-demand service.

7. Through this procurement, what are you hoping to improve or gain? What outcomes are you looking to achieve relative to your current service?

The primary objective of this procurement is the continuation of services. We are always looking for ways to increase access and improve the rider experience. We are looking forward to a single fare card for both services as we move towards increased regional mobility.

8. Regarding Commuter Bus stops in Milwaukee, does the proposal require making the 15 Milwaukee stops that were on the previous MCTS Route 143?

Ozaukee County is willing to adjust the stops in Milwaukee. The table below lists the closest intersection to the work location for current riders based on a rider survey in September. The OCE would only be required to make a stop downtown when requested by a rider or when a passenger is waiting for a pick up.

OCE 143 Rider Work Locations

Closest Intersection Number of Respondents Highland & 35th 1 Highland & 38th 1 Kenwood & Maryland 1 Kilbourn & N. James Lovell 1 Kilbourn & Water 1 Michigan & 2nd 1 Michigan & Vel Phillips Ave 1 State & 6th 1 State & 8th 2 Water and State 1 Well & 6th 1 Wells & 10th 2 Wisconsin & 12th Ave 1 Wisconsin & Cass 21 Wisconsin & Jackson 3 Wisconsin & Vel R. Phillips Ave 1 Wisconsin & Water 3 Wisconsin Ave. 1 Grand Total 44

9. The Service Specifications on page 38 includes a “Local Routing Area”. Those stops are not acknowledged on the timetables on page 39. Please clarify the request for service.

The timetables only include selected stops along the route. These are marked with numbered boxes on the route map. As stated above, the OCE may skip stops on the south-bound run if no passengers are requesting to stop. The operator should plan to stop at all marked stops in Downtown Milwaukee during north-bound runs. On-time performance will be measured against designated time points. Ozaukee County is willing to reduce the number of stops in downtown Milwaukee to match actual need.

10. What is the pay scale for Shared Ride Taxi drivers?

Taxi drivers’ wages are set and paid through our current contractor, Specialized Transport Services. It is the offerors responsibility to establish a wage scale dependent upon the market and their bid.

11. On page 10, under Part V - Specific Proposal Submission Requirements, A. 1. Says: Offerors must organize their proposals so that they…..”Please complete that sentence.

Please disregard. This phrase was left over from a previous template.

12. Is the city-provided HBSS software platform (Q-Ride) available for the offeror to use during contracted time and does it meet the acceptance of all payment methods outlined in the bid requirements?

Ozaukee County will provide QRyde software for the Contractor to use during the length of the contract. The software is currently only configured for routing and dispatch for the Shared Ride Taxi. There is no fare payment system in use through the software.

13. Can you please confirm if the Ozaukee Express buses can be parked at the Ozaukee County Transit Services building?

Yes, the buses used for the Ozaukee County express can be parked at the Ozaukee County Transit Services building.
