About this file
This is a Program Memorandum from the U.S. Department of Education's Office of Career, Technical, and Adult Education announcing estimated FY 2026 state award amounts under the Adult Education and Family Literacy Act (AEFLA), Title II of the Workforce Innovation and Opportunity Act (WIOA). The memorandum was issued April 8, 2026, by Acting Assistant Secretary Nicholas J. Moore, with funds becoming available July 1, 2026. The total appropriation is $629,600,400 for formula grants to states for adult education and literacy activities, representing level funding compared to FY 2025. The Department of Education calculated allotments using 2024 American Community Survey 1-year estimates, the most current available data and standard dataset for ED state formula grant programs. Allocations for outlying areas (American Samoa, Northern Mariana Islands, Guam, and Republic of Palau) were determined using 2020 decennial census data.
The memorandum also addresses the Integrated English Literacy and Civics Education (IELCE) program with a total appropriation of $85,854,600 for FY 2026, also representing level funding compared to FY 2025. Under Section 243(b)(1)(A) of WIOA, 65 percent of IELCE funds are allocated based on each state's share of a 10-year average of immigrants admitted for legal permanent residence, as reported by the Department of Homeland Security's Office of Immigration Statistics. The remaining 35 percent are allocated under Section 243(b)(1)(B) to states experiencing recent growth among the target population, measured by the average of the three most recent years of available legal immigration data (2023 being the most recent year). Every state receives a minimum of $60,000 for IELCE programs. The memorandum includes a comprehensive table listing estimated award amounts for each state and territory, broken down by Basic State Grant and IELCE components, with total combined FY 2026 award amounts. State-specific information inquiries should be directed to NRS@ed.gov.

UNITED STATES DEPARTMENT OF EDUCATION
OFFICE OF CAREER, TECHNICAL, AND ADULT EDUCATION
PROGRAM MEMORANDUM
TO: State Directors of Adult Education April 8, 2026
FROM: Nicholas J. Moore Acting Assistant Secretary Office of Career, Technical, and Adult Education
RE: Estimated Adult Education State Award Amounts for Fiscal Year (FY) 2026
Attached are the estimated amounts each State will be awarded for FY 2026 under the Adult Education and Family Literacy Act (AEFLA), title II of the Workforce Innovation and Opportunity Act (WIOA). These funds will become available July 1, 2026.
The second column of the attached table shows the estimated award amounts for the AEFLA State grant program based on the allotment described in section 211(c) of WIOA. Under section 211(e), certain funds are reserved for the outlying areas of American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, and the Republic of Palau.
The Consolidated Appropriations Act, 20261 provides $629,600,400 for formula grants to States to carry out adult education and literacy activities. This represents level funding for the national basic adult education formula grant program in comparison to the appropriation for FY 2025. For purposes of calculating allotments under section 211(c)(2) of WIOA, the Department of Education (ED) used data from the 2024 American Community Survey (ACS) 1-year estimates. The ACS 1-year estimate provides the most current data and is a standard dataset used by other State formula grant programs at ED2.
The third column of the attached table shows the amount reserved under section 243 of WIOA for the Integrated English Literacy and Civics Education (IELCE) program, which provides integrated English literacy and civics education, in combination with integrated education and training activities, for English language learners. The total amount provided for IELCE activities under the 2026 Consolidated Appropriations Act is $85,854,600. This represents level funding for the IELCE program in comparison to the appropriation for FY 2025.
Section 243(b)(1)(A) of WIOA allocates 65 percent of IELCE funds to States based on a State’s need for integrated English literacy and civics education. This is determined by calculating each State’s share of a 10-year average of the data of the Office of Immigration Statistics of the Department of Homeland Security for immigrants admitted for legal permanent residence for the 10 most recent years.
Under section 243(b)(1)(B) of WIOA, the remaining 35 percent of IELCE funds are allocated to States that have experienced recent growth among the target population as measured by the average of the three most recent years for which the Office of Immigration Statistics of the Department of Homeland Security data for immigrants admitted for legal permanent residence are available. Every State must receive a minimum of $60,000 for IELCE as required by section 243(b)(2) of WIOA. The most recent year for which legal immigration data are available is 2023.
The fourth column is the total estimated 2026 State award amount, adding columns two and three together. Although the FY 2026 appropriation for the national AEFLA grant program remained the same, in comparison to the appropriation for FY 2025, it is important to note that the estimated amount of individual FY 2026 State grant awards may have increased or decreased due to changes in State-level ACS or legal immigration data.
