About this file
This is a Sources Sought notice issued by the Architect of the Capitol (AOC) for Flag and Banner Procurement and Installation. The AOC is seeking creative solutions for installing up to 117 flags and banners on the U.S. Capitol Building's balconies during the summer of 2026. The flags will include the current 50-star flag and two historic flags, with banners in red, white, and blue, designed to be permeable and vibrant when viewed from the National Mall. Installation requires a temporary, non-invasive mounting system that avoids damaging the historic marble and sandstone columns, with contractors required to provide mechanical lifts, scaffolding, and complete removal of all materials and equipment.
Interested contractors must submit an electronic response by August 15, 2025, at 5:00 pm to the Contracting Officer, Roman Davydov, via email. The sources sought notice requests detailed information including: viable installation systems, potential challenges, lead time considerations, installation schedules, GSA Schedule contract capabilities, past similar contracts, and any additional relevant information. This is an information-gathering exercise and not a formal solicitation, with no guaranteed future contract or reimbursement for response costs. The contract performance location will be at the Architect of the Capitol in Washington, D.C.

Description:
This sources sought synopsis is issued solely for information and planning purposes to gain knowledge of potential sources capable of fully satisfying a potential requirement. The AOC is seeking creative solutions for installing up to 117 flags and banners, of various designs from approximately 7’-0” to 14’-0” in width to 13’0” – 30’-0” feet in height, located between columns at eight of the 12 balconies on the perimeter of the U.S. Capitol Building in Washington, DC. These flags and banners are to be in place for approximately two months during the summer of 2026 with a temporary system that can facilitate early installation and flexible removal, when and if, a weather event occurs. Care must be taken to avoid any damage to the historic fabric of the building to include the marble and sandstone columns; therefore, no means which damages or alters the existing masonry (drilled anchors, adhesive, etc.) is allowed for the installation of the system or the system itself. A risk assessment of damage to historic stone should be included. Contractor will be required to provide mechanical lifts, scaffolding, cranes, and/or other means to install the system including the flags/banners and will be responsible for the complete removal of all materials and equipment.
The flags to be utilized will include the current 50-star flag along with two other historic flags.
Banners will be red, white, and blue and evocative of our national spirit. The flags and banners must be of a relatively permeable material to avoid the flags and banners acting as wind sails yet remain vibrant in color to discern from distances along the National Mall.
The AOC requests the following information in response to this sources sought notice:
1. Describe viable systems that have been used in similar instances and your experience in developing these systems, paying particular attention to avoid any stone damage.
2. Can you identify any challenges you foresee for an installation such as this?
3. Are there any lead time issues for which the AOC should be made aware?
4. Can you identify an overall schedule to source materials, mobilize, install, and remove the flags and banners?
5. Will your company be interested in submitting a quotation for this requirement if an RFQ is issued?
6. Can your company perform this requirement under its GSA Schedule contract? If so, what is the GSA Schedule contract number? What SIN is this usually performed under?
7. What questions do you have for the Government?
8. Please provide examples of any past contracts within the past ten years that are either completed or ongoing that have a similar scope. Please provide the awarded contract dollar amount as well.
9. Any other information you believe will be of interest to the Government.
Interested contractors shall submit an electronic copy of the requested information via e-mail to the Contracting Officer, Roman Davydov, at roman.davydov@aoc.gov no later than August 15, 2025 at 5:00 pm. Any attempt to hand deliver or mail a response to any location in the U.S Capitol complex will be rejected.
