Attachment 1: LABOR CATEGORIES Non-Jefferson Laboratories Complex Design Services SOW
Key Personnel The A/E is required to furnish all consultants and team members designated as "Key Personnel" along with an organizational chart. If substitutions of personnel or consultants become necessary, the A/E must submit a written request to the Government, including the qualifications and experience of the proposed individuals for Contracting Officer (CO) approval. No changes are permitted until the CO issues written authorization via contract modification. Key personnel for each order must include at least the Program Manager and the Project Manager.
• Program Manager: Must hold a bachelor’s degree or higher with a minimum of 10 years of demonstrated experience in coordinating the management of all work performed on similar contracts. Experience should include coordinating subcontractors, team members, and vendors, as well as project management of public facilities design work in laboratories and/or healthcare facilities.
• Project Manager: Must possess a bachelor’s degree or higher and be registered as a Project Management Professional (PMP) with a minimum of 10 years of demonstrated experience in project management of public facilities design work in laboratories and/or healthcare facilities.
Experience should also include leadership of project design teams on work of similar scope and quality to the project. When required by the Order, the Project Manager shall have demonstrated experience leading integrated project teams.
Professional Responsibility Reviews and approvals performed by the Government in connection with the services provided by the A/E will be completed from the standpoint of the management, owner, contractual, and regulatory responsibilities of the Government, and not from the perspective of providing quality control or technical reviews to support A/E efforts. Government reviews will be general. The detailed verification and inspection of documents and all deliverables for technical accuracy, sufficiency, and coordination is the sole responsibility of the A/E. Design solutions shall flow from the A/E, not the Government.
Professional Registration Architectural and engineering design must be carried out by or under the supervision of professionals registered to practice in the respective field. These professionals are required to sign, date, and affix their state registration seal. Designs will adhere to all specifications outlined in the documents prepared for the services provided under this contract, categorized by discipline. Additionally, fire protection engineers and detection designs must be certified by engineers registered or licensed in fire protection engineering.
Design Staff Qualification Design staff assigned to any order must possess high qualifications and extensive experience with projects of similar size and scope equivalent to the specific order. In particular, design professionals responsible for each design discipline must meet the qualifications outlined in this section.
Staff who do not meet the qualifications listed in this section may not work on orders:
• ARCHITECT: The Architect must hold a bachelor’s degree or higher in Architecture or a related field and be a registered Architect (or National Council of Architectural Registration Boards registered with reciprocity for licensure) in the state of the project. Additionally, they must have a minimum of five years' demonstrated experience in public realm planning, architectural design work, and leadership of project design teams on projects of similar scope and quality. Individual architects or firms must hold Leadership in Energy and Environmental Design Professional (LEED-AP) accreditation. When required by the Order, the Project Architect must have demonstrated experience leading integrated project teams.
• STRUCTURAL ENGINEER: The Structural Engineer must possess a bachelor’s degree or higher in Structural Engineering or a related field from an Accreditation Board for Engineering and Technology (ABET) Accredited University, as well as an active Structural Engineering License in the project jurisdiction. Additionally, the order-level Structural Engineer must have a minimum of five years of professional experience with projects similar in scope to the order.
• SITE CIVIL ENGINEER: The Site Civil Engineer must possess a bachelor’s degree or higher in Civil Engineering or a related field from an ABET Accredited University, along with an active Civil (Professional) Engineering License in the project jurisdiction. The order-level Site Civil Engineer must also have a minimum of five years of professional experience with projects similar in scope to the order.
• MECHANICAL ENGINEER: The Mechanical Engineer must hold a bachelor’s degree or higher in Mechanical Engineering or a related field from an Accreditation Board for Engineering and Technology (ABET) Accredited University, and an active Mechanical (Professional) Engineering License in the project jurisdiction. While Leadership in Energy and Environmental Design Professional (LEED-AP) accreditation is preferred but not required, the order-level Mechanical Engineer must have a minimum of five years of professional experience with projects similar in scope to the order.
• ELECTRICAL ENGINEER: The Electrical Engineer must possess a bachelor’s degree or higher in Electrical Engineering or a related field from an Accreditation Board for Engineering and Technology (ABET) Accredited University, and an active Electrical (Professional) Engineering License in the project jurisdiction. Leadership in Energy and Environmental Design Professional (LEED-AP) accreditation is preferred but not required. The order-level Electrical Engineer must also have a minimum of five years of professional experience with projects similar in scope to the order.
• COST ESTIMATOR: The Cost Estimator must possess a bachelor’s degree or higher. The order-level Cost Estimator must have a minimum of five years of professional experience with projects similar in scope to the order, including ensuring that all construction contracts are funded and awarded at a fair and reasonable cost, following established laws and spending thresholds, and determining an equitable split if tenant improvement and building shell cost between FDA and our customer agencies.
• ADMINISTRATIVE/CLERICAL: The Administrative/Clerical staff must possess a high school degree or higher. The order-level Clerical staff must have a minimum of two years of professional experience with projects similar in scope to the order.
• LAB PLANNER: The Lab Planner must possess a bachelor’s degree or higher in Engineering or a related field from an Accreditation Board for Engineering and Technology (ABET) Accredited University. While Leadership in Energy and Environmental Design Professional (LEED-AP) accreditation is preferred but not required, the order-level Lab Planner Engineer must have a minimum of five years of professional experience with projects similar in scope to the order.
• INTERIOR DESIGNER: The Interior Designer must possess a bachelor’s degree or higher in Interior Design or a related field. The order-level Interior Designer must have a minimum of five years of professional experience with projects similar in scope to the order.
• SPECIFICATION WRITER: The Specification Writer must possess a bachelor’s degree or higher. The order-level Specification Writer must have a minimum of three years of professional experience with projects similar in scope to the order.
• INDUSTRIAL HYGIENIST The Industrial Hygienist must possess a bachelor’s degree or higher and an active certification as a Certified Industrial Hygienist (CIH). The order-level Certified Industrial Hygienist must have a minimum of five years of professional experience with projects similar in scope to the order.
• SUSTAINABLE DESIGN CONSULTANT: The Sustainable Design Consultant must possess a bachelor’s degree or higher. The order-level Sustainable Design Consultant must have a minimum of five years of professional experience with projects similar in scope to the order.
The table below outlines the minimum requirements for specialties, roles, education, years of experience, and accreditation that must be submitted by the Offeror. It is important to note that orders may vary in team size and roles, and additional professional experience with projects similar to the scope of the order may be required. The A/E is expected to provide the following information:
• The proposed team and briefly describe each team member’s qualifications for the work.
• Provide a chart / matrix to illustrate and summarize the proposed A/E team’s overall general qualifications for this work.
• List each proposed staff member, their firm, role on the contract, highest level of education (i.e., BS EE), licenses /certifications (i.e., P.E.), labor rates, and total years of experience.
