About this file
The document is an evaluation criteria file for a design and engineering contract from Volusia County, Florida, specifically for the Orange City Mill Lake and Industrial Park Basin Drainage Improvements project. The solicitation seeks statements of qualifications from engineering firms to design drainage improvements, with the project funded by a U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant for Disaster Recovery (CDBG-DR) following Hurricane Ian damage in September 2022. The evaluation process involves scoring proposers on three primary criteria: firm qualifications (30% weight), experience (40% weight), and project approach (30% weight), using a 0-5 point scoring system that assesses factors such as staff credentials, previous project performance, permitting experience, and project methodology.
The scoring methodology emphasizes comprehensive evaluation of proposers' capabilities, with particular focus on stormwater management, flood mitigation expertise, and demonstrated experience with state and federal regulatory programs. Firms will be assessed on their professional qualifications, including staff education, years of experience, professional affiliations, and specific technical capabilities in areas such as stormwater design, floodplain management, environmental engineering, and related support disciplines. References and documented experience with similar projects, particularly those involving stormwater pump stations, permitting, and grant administration, will be critical in determining a firm's suitability for the project.
