About this file
This is a Request for Qualifications (RFQ) Web Advertisement issued by the Connecticut Department of Administrative Services (DAS), Construction Services Office for on-call architect consultant services supporting capital projects of varying sizes, scopes, and locations. The RFQ seeks full-service architectural firms capable of providing rapid response support to the Division of Construction Services for infrastructure work directed by DAS or other Connecticut State Agencies. Qualifying firms must demonstrate substantial knowledge of Americans with Disabilities Act (ADA) requirements, Connecticut State Statutes, Connecticut Life Safety Code, and Connecticut Building Code, with potential expertise in specialty services including historic preservation and retrofit/adaptive re-use. The RFQ also contemplates selection of firms for master-planning services, project formulation and budgeting for initial conceptualization, and independent third-party code compliance reviews. The QBS Submittal Deadline is 3 p.m. Wednesday, February 25, 2026, with a TBD selection date. The contract term is two years from the date of contract signing. Prospective consultants must submit a complete PDF QBS Submittal Booklet through the CTsource e-Procurement System, including required forms covering campaign contribution certification, nondiscrimination certification, micro-business information if applicable, Connecticut Building and Fire Codes knowledge if applicable, and labor rate tables with per-hour rates for specified labor categories.
The maximum total on-call contract value is $2,000,000.00, with a maximum on-call fee per task assignment of $771,144.00 (adjusted as of July 1, 2025). Annual adjustments to the per-task-assignment maximum fee are made on and after July 1, 2024, in accordance with Connecticut General Statutes 4b-55 and 4b-59a. All task assignments are made on a rotating basis among selected on-call consultants, and rejection of a task assignment may result in no further assignments to that consultant. If a project includes Federal Financial Assistance, consultants must comply with the "Buy America Preference" provisions of the Federal Government's "Build America, Buy America Act" enacted November 15, 2021, ensuring materials are produced in the United States absent a federal waiver. Conditionally selected firms must submit all required professional documents, business credentials, and insurance verification to the DAS Office of Legal Affairs, Policy, and Procurement within fourteen calendar days of notification. Selection is based on QBS evaluation criteria including proposed key personnel's specialized experience and technical competence (maximum 50 points), proposed team's capacity and capability (30 points), prime firm's past performance record with the State and other clients (20 points), with additional consideration for relevant Connecticut Code Knowledge (10 points) and Micro-Business status (10 points).
