Providing the most qualified and vetted candidate for the State of Washington is our top priority. Our comprehensive screening and selection process is designed to recruit personnel with technical and personal aptitude to meet your specific requirements. Our company’s ability to exceed contract expectations begins with effectively recruiting and hiring qualified candidates. We seek honest, dependable candidates who possess a professional appearance, basic security knowledge, good reasoning ability, and effective communication skills.

We are committed to fostering a diverse and inclusive workforce. Our recruitment strategies actively target a wide range of candidates by partnering with minority, veteran, and women’s organizations, advertising on diverse job boards, and ensuring that our job posting uses inclusive language. We believe that diversity strengthens our teams and enhances the quality of service we provide. By including diverse hiring practices, we can attract a broader pool of highly qualified people who reflect the diverse communities we serve. The company utilizes thorough, effective, and timely screening methods to identify applicants. Our ideal candidate possesses the necessary character and stability, who can act responsibly and decisively, and who is drug-free, and to eliminate applicants who lack these qualities.

To ensure high quality employees are the right fit for our organization and clients, we have partnered with JOBehaviors.

They provide our recruiters and managers with behavioral assessments and analytics based on the specific job requirements. We screen the candidate before they receive an invitation to fill out the comprehensive job application.

Behavioral analytics focus on understanding how our top performers in specific positions act and why, enabling accurate predictions about how an applicant is likely to perform in the future. The analytics enables our team of recruiters and managers to make the right offer to the right candidate for the right job at our organization. The JOBehaviors program removes approximately 50% of applicants allowing our team to focus on the right person for your property.

We eliminate applicants with marginal qualities and select the best people to perform security duties at your property.

In cases where subcontractors are utilized, they undergo the same rigorous recruitment, vetting, background checks, behavioral assessment, and training standards as our direct employees, ensuring consistency and quality across all personnel deployed to State projects.

Retention

Since inception, we have operated under the impression that security officers are our greatest asset. We have employees that have been employed since the early days as a small maritime security provider. Those employees have grown with the company as must as the company has grown with them. We have a low turnover rate due to our individualized touch and care towards our employees. We are committed to maintaining security officer morale, ensuring job responsibility and accountability, and minimizing turnover by keeping employees happy and rewarding performance.

While the security industry averages over 300% annually, requiring firms to hire two to three entirely new workforces each year, our turnover rates are significantly lower:

• 2022: 48%

• 2023: 45%

• 2024: 40%

In November 2023, we doubled our pre-assignment training from 8 hours to 16 hours. Since implementing this change, our 60-day voluntary turnover – a critical indicator of long-term retention – decrease from 8% to 4.5%. This early deduction in turnover significantly increases the likelihood of sustained long-term employment.

Overall, our security officer experiences high levels of satisfaction, and we explain the class in depth in Req. ID 4, Employee Onboarding and Coverage.

We are continually refining its existing programs and developing new programs to meet the ever-changing demands of the security industry and increasing responsibilities facing our officers.

All these factors, plus the positive and encouraging atmosphere present at our company, have produced a stable workforce with an industry low turnover. The benefits of low turnover include continuity, information sharing and flow, familiarity of staff, and institutional memory. The online courses build upon the topics introduced during orientation and provide flexible, self-paced learning tailored to what deem necessary to maintaining a top-notch security team.

The program consists of the following courses and modules:

• Documentation and Report Writing

• Employee and Supervisor Anti-Harassment / Anti-Discrimination Training

• Patrol Techniques

• The Nature and Role of Private Security

The courses are tested, and certification is provided to management upon completion.

Site Specific Training

One of the most critical components of our training program involves customized on-the-job training. It is our goal to develop and implement a site training program which allows each security officer to be proficient in all post requirements. Our management will review the existing training program and develop a training program with coordination with each client representative. We will have detailed discussions with you to identify specific requirements and expectations regarding the performance of our security officers. In addition, a site survey allows our management to confidently detail security officer expectations through site knowledge and deep understanding. We will then translate those requirements, responsibilities, and duties into post orders, which serve a dual purpose:

1. To set the standard for security officer performance

2. To provide training guidelines for the State and Company to measure performance.

The CEO, Operations Managers, Business Development Manager, and others will work closely together to design the specific on-site training program. The key to success for us is the performance of our security officers. We need to give our security officers the proper tools to succeed. With our extensive technical experience along with our in-depth understanding of your facility, we can customize a security training program for you. All officers on-site will undergo the training program allowing ease of mind in exceeding your security goals.

Our site-specific training programs follow a structure like this, but we incorporate the contractual obligations detailed in the scope of work:

We are committed to comprehensive training for all security personnel. Each officer assigned to a State of Washington contract will receive detailed security and site-specific training, as well as an annual training refresher, targeted at meeting all State security needs.

Annual Refresher and Continuous Training

We understand site-specific training is most important to security officer performance. We also recognize continuous and annual refresher training is just as important for building and maintaining necessary skills pertinent to maintain the State’s satisfaction. In addition to building skills, the refresher training will address contract requirements and other key important training aspects requiring attention on a semi-annual or annual basis. We are committed to developing a site-specific annual refresher training program to ensure security officer skills and performance remain current and beyond industry standards.

For our security officers to have the appropriate skills, we engaged an online security training company. This training aims to reinforce the basic skills acquired during boarding and on the job. The online courses are interactive and accessible 24/7. Lessons are completed at the student’s pace, but we can set deadlines for when they should be completed. Training classes are presented in short, stimulating bursts so that information is digested and remembered easily. We believe that this is the most valuable, less cumbersome way for our officers to get the knowledge they need to be successful. The courses covered include the following:

Sexual Harassment Report Writing Patrol Techniques Customer Service Communication (and its importance) Use of Force Public Relations (Community and Client) Role of the Security Officer Situation Response And many more…

In addition to our online based training, or in person annual refresher training program may include the following:

• Unarmed Security Refresher Training

• CPR/AED/First Aid

• Washington State Legal Changes

• Authority of Security Officers

• Emergency Procedures

• Service Agreements

• Customer Service

• Evaluation and Reflection

• New Work Rules

Through State collaboration, combined with our experienced trainers and managers; we will develop an annual training program for on-site security officers. The program will maintain accountability for excellent security services at all State contracts.

Should worksite-specific requirements change during the contract term, the management team will conduct refresher training and update post orders to ensure security officers remain compliant and effective.

Compliance Tracking

We utilize three systems in conjunction for compliance tracking:

1. On Site Training Matrix

2. Defencify Training – trusted personalized web based online training and,

3. TrackTik – our guard force management software.

All systems enable training and compliance requirements to be tracked at individual level and reported on. Our officers cannot be scheduled to your property without meeting the requirements defined in our systems.

Rapid Response and Short-Term Assignments

We maintain a dedicated Rapid Response Team capable of responding to urgent assignments needs within 48 hours or less. This team includes flex-officers, field supervisors, and part-time officers who are pre-trained and credentialed. For short term assignments (less than one month) or short-term assignments (less than six hours per day), we deploy these trained officers to ensure continuous service without disruption. Our systems (TrackTik, ADP, Defencify) allow us to immediately verify credentials, compliance, and schedule staff for rapid response assignments.

Immediate Unplanned Opening

In the event of an unexpected opening, Field Supervisors or Flex-Officers will fill the post until a qualified officer arrives and relieves them.

Future Scheduled Leave

All requests for leave must be submitted two weeks in advance for approval. These are then calendared to ensure future schedules are covered.

Reserve Flex-Staff

The following officers will be used to fill posts being temporarily held by Field Inspectors or for future openings created by scheduled leave.

• Off duty part-time staff currently assigned to the State of Washington contracts

• Off duty part-time staff assigned to other contracts but who have been approved, fully vetted, trained and credentialled per State of Washington requirements.

Risk Mitigation Approach

The State of Washington has an excellent security program in place. The key to risk mitigation in our assessment is therefore quality control to ensure that the security plan is followed without exception.

The four legs of quality control are:

• Staff Selection: Only the best personnel

• Training: Team members know what they are supposed to do and how to do it

• Supervision and Inspections: Performance is monitored and guided.

• Reporting and Metrics: Every aspect of performance is measured and tracked.

We believe reporting and metrics need to be transparent and immediately actionable.

To that end, we propose replacing paper and spreadsheets currently in use with the state-of-the-art security force management software we currently use by TrackTik®.

Electronic Monitoring and Reporting System by TrackTik®

We propose an electronic, real-time monitoring system that will document:

• Post arrival and departure times.

• Patrol start and end times, locations patrolled, and conditions observed.

• Daily activity and Incident Reporting

The TrackTik® Tour Guard System does not require any hardware to download information as it transmits like any mobile device and all software is in the cloud. The necessary equipment is simple:

• The system is Android, IOS, smartphone and tablet compatible.

• It supports barcodes, QR codes, NFC, and GPS checkpoints.

• No system installation or server maintenance is required.

The management information the TrackTik® system will make available to the State is:

• Accessible from anywhere the port representative can access the internet with a unique and secure log in and password.

• Access is instantaneous and without any delay (devices do not have to be physically brought in and downloaded as in older systems)

• Detailed and accurate patrol data is collected and viewable immediately.

• Real-time GPS tracking is available during an entire shift and tour.

• Our management and the port can easily access automated guard tour summaries with GPS tracks.

• The State of Washington has transparency to operations through real-time notifications of late, incomplete, or completed tours.

• Ability to access, review and analyze historical data for proactive safety and security decisions.

The TrackTik® system will also provide added value in terms of improved security officer access to needed information and the ability to generate more legible and complete reports incorporating media such as photographs. The system will provide:

• Site and contract-dedicated emergency contacts, posts and order of escalation

• Real-time acknowledgement of escalation

• Daily Activity Reports can be automatically generated with a list of all patrol checkpoints that an officer has completed

• Incident Reporting that enables generation of reports in the field, prompting required information and with the ability to include photos in reports

• Legible report results

• Actual report designs, formats and components are completely customizable per State preferences.
