About this file

This document is a Sources Sought notice for RFI Committee Streaming Services (Amendment 0002). The U.S. House of Representatives is seeking information from vendors that could provide a live video streaming and on-demand solution to host and livestream official Congressional hearing videos, and provide public access to archived hearing videos. The minimum technical requirements include the ability to embed videos on websites, provide sharable links, have a centralized portal, support video streaming with a minimum resolution of 720P and low latency, live stream up to 32 concurrent hearings, support closed captioning, organize past events by committee, use APIs to integrate with automatic scheduling, and provide usage reporting and data analytics. The notice requests capability statements to be submitted by August 1, 2024, and states that any pricing information provided will be treated as procurement sensitive and used for budgeting and potential solicitation purposes. The response will assist the government in determining the appropriate acquisition strategy.

Government Response

Is it possible to extend the RFI for two (2) weeks (Closing , Wednesday, August 14, 2024 )

This RFI has been extended to close at 2:00 PM (ET) on Friday, August 30, 2024.

2 How these streams would be archived

These streams are currently archived temporarily in a local Media Asset Management (MAM) system and subsequently sent to both LOC and NARA as digital files. For purposes of VOD, we’re thinking we’d have the current and previous Congress available for viewing, while LOC and NARA hold files for the long-term, official archive. Their systems are separate from ours and they act as autonomous entities.

3 Is there a need for Archiving to the LIC National Archives?

Archival functionality to LOC & NARA is not necessarily required, since theoretically, we’ll have a system in place already; however, we’d be open to hearing potential capabilities.

Once archived, will there be a need to restore VOD files from the National archive or does the government preferred VOD access from a near line archive?

The VOD would need to be outside the NARA and LOC infrastructures. That could mean local/nearline or potential cloud, as long as the House retains total proprietary ownership and control of content.

What file format does the Government prefer for deep archive/long term storage?

Ideally, for long-term archival storage, we’d be able to provide the highest quality file possible.

6 What is the target “Low Latency”? No more than 7 seconds

Will there be a need to create VOD assets from the live streams and manage them and make them available in the viewing portal/ website outside of LOC and NARA?

Yes, we would like this.

Will delivery be to the web only or is there interest to deliver to mobile and TV apps? Today's service relies on YouTube which addresses this ability of app on all platforms. Is the intention to be at the same levels of distribution via app on web, mobile, CTV?

Intent to send to all platforms, web, app, tv, etc…

We see minimum resolutions are at 720P. What are the expectations of Maximum Resolutions? Maximum would be 1080P

10 Will there be a need for Subscriber or Identity management? No

How Many live broadcasts per year (Is 3000 hours annually an all inclusive number?) Typical run time per broadcast? How many existing / archive video VOD assets to be on platform in GB and percentage growth per year?

Varies by year:

2021, there were 1313 broadcasts. 2022 had 994, 2023 had 1146, and there has been 664 to date this year.

How many expected monthly/ Yearly viewers A. Live, B. VOD

We don’t have a number for this. Some broadcasts will have limited viewers, but high profile ones have reached up to 30,000 concurrent viewers.

Is there a redundant stream requirement for the live broadcasts in case of Failure? This would be preferable

Centralized portal for all videos: Is this for management or distribution of videos or both? Please elaborate.

This would be to provide public access to view both live and on-demand videos where we could manage the content available. Preferred to allow videos to be downloaded, but cannot upload videos unless you have administrative privileges.

Closed Captioning: Do you currently support In Manifest or separate VTT caption files for Closed Captioning

Currently, there isn’t captioning. We would plan for embedded captions for future use.
