About this file
This file is a Questions and Answers document related to the Department of Labor's RFI for webscraped apparel products data. The document addresses inquiries from potential vendors regarding the government's requirements for obtaining structured datasets of apparel products from national retailers, with deliveries scheduled three times per month. The Q&A format provides clarification on the scope, technical specifications, and submission requirements for vendors interested in demonstrating their capabilities to scrape and deliver apparel product data in the specified format and frequency.
The document serves as supplementary guidance to help prospective vendors understand the government's needs and expectations for this pre-solicitation phase. Since this is part of a Sources Sought and RFI process rather than a formal solicitation, responses are voluntary and non-binding. Vendors whose responses are determined to be "Relevant" to the Department of Labor's requirements may be invited to present their proposed approach and demonstrate their products to a panel of government Subject Matter Experts, which will inform DOL's determination of the most suitable vendor and approach for the actual procurement that may follow.

Web-scraped Apparel Data Questions
1. How many national retailers in total does the team expect to want datasets from?
BLS desires no less than the six retailers listed in the RFI, but no more than ten. Additional retailers would be determined later subject to budget constraints.
1. Would the team be open to a representative sampling of data? Especially regarding datasets from Amazon.
We desire all available products for all retailers in the RFI. However, given the number of products for Amazon in particular, a representative sample based on bestsellers could be appropriate, but the exact sampling criteria would need to be worked out.
1. Does the team need each variation of size/color? Or would one representative suffice?
We require each variation of size/color when feasible. However, given the number of products for Amazon in particular, one representative size/color could be appropriate.
1. The RFI states the data "should be commercially available and not collected exclusively on behalf of the BLS." In the commercial web scraped-data industry, vendors typically operate a commercially available data collection service — sold to many customers over many years — with each customer's dataset produced by configuring that service to the customer's specified retailers, categories, and delivery frequency. Would data produced by such a commercially available service, configured to the scope described in this RFI, satisfy the requirement? Or does BLS require that the dataset exist as a pre-collected product prior to, and independent of, any BLS purchase?
Yes, that would satisfy the requirement.
