About this file
This is a Requirements Document for the procurement of O-band optical filters by the National Institute of Standards and Technology (NIST) Quantum Information Group to support quantum networking research and development.
The acquisition specifies two line items totaling four tunable optical filters operating in the O-band wavelength range near 1310 nm. Line Item 0001 requires two manually tunable filters covering 1270–1300 nm with pass bandwidths between 0.15–0.20 nm at -3 dB, typical insertion loss of 1.6 dB or better (maximum 2.5 dB), polarization-dependent loss not exceeding 0.25 dB, and out-of-band suppression of 45 dB or better. Line Item 0002 requires two identical filters except with broader pass bandwidths of 0.25–0.30 nm, which must be 0.10 ± 0.01 nm wider than Line Item 0001. Both line items require SMF-28 FC/APC fiber compatibility and must be new equipment. Delivery is F.O.B. Destination to NIST's Gaithersburg, Maryland facility within 12 weeks from award date. The contractor shall provide a minimum one-year warranty commencing upon government acceptance. Payment terms are NET30 following delivery, inspection, acceptance, and receipt of proper invoices. The government reserves the right to conduct performance testing and may require repair or replacement of nonconforming supplies at no cost to the government.

REQUIREMENTS DOCUMENT
O-band Optical Filters
I. BACKGROUND INFORMATION
The National Institute of Standards and Technology (NIST) Quantum Information Group performs research and maintains expertise in fundamental mathematics, physics, and measurement science necessary to enable the exploitation of quantum phenomena for information processing tasks. As part of this mission, the group is planning to develop new schemes and protocols for quantum networking including studying transmission of quantum and classical data in the O-band wavelength range near 1310 nm.
Purpose/Objective: The purpose of this acquisition is to procure a set of tunable, low-loss, narrow-band optical filters in the O-band wavelength range.
II. REQUIREMENTS
The Contractor shall provide the following:
Line Item 0001:
Quantity: 2 Description: O-band tunable optical filters as follows:
a. Manually tunable optical filters covering the wavelength range 1270 nm to 1300 nm
b. Pass bandwidths (measured at -3 dB) of between 0.15 nm to 0.20 nm
c. Typical insertion loss (IL) value of 1.6 dB or better and worst-case IL not to exceed 2.5 dB over the full tuning range
d. The polarization-dependent loss of the filter shall not exceed 0.25 dB
e. The out-of-band suppression shall be 45 dB or better
f. The input and output of the filter shall be compatible with SMF-28 FC/APC fibers
Line Item 0002:
Quantity: 2 Description: O-band tunable optical filters as follows:
a. Manually tunable optical filters covering the wavelength range 1270 nm to 1300 nm
b. Pass bandwidths (measured at -3 dB) of between 0.25 nm to 0.30 nm
c. Typical insertion loss (IL) IL value of 1.6 dB or better and worst-case IL not to exceed 2.5 dB over the full tuning range
d. The polarization-dependent loss of the filter shall not exceed 0.25 dB
e. The out-of-band suppression shall be 45 dB or better
f. The input and output of the filter shall be compatible with SMF-28 FC/APC fibers
g. The pass bandwidth of line item 0002 shall be 0.10 +- 0.01 nm wider than the bandwidth of line item
All items must be new. Used or remanufactured equipment will not be considered for award.
III. PERIOD OF PERFORMANCE/LEAD TIME
Delivery shall be completed within 12 weeks from date of award.
IV. DELIVERY TERMS
Delivery shall be F.O.B. Destination (or equivalent INCO Terms) and shall occur within 12 weeks after date of award. The contractor shall deliver all Line Items to:
National Institute of Standards and Technology Shipping and Receiving 100 Bureau Drive, Building 301 Gaithersburg, MD 20899 FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.
V. INSPECTION & ACCEPTANCE
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Performance Tests:
1. A visual and performance inspection to verify that delivered equipment meets all technical requirements identified in this document.
The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance may reject the equipment due to defects and/or nonconformance.
VI. WARRANTY
The contractor shall warrant all products for a minimum of one year. The warranty shall be in accordance with terms in FAR 52.212-4 and shall commence upon acceptance by the Government.
VII. PAYMENT
The Contractor will be paid on a NET30 basis following delivery, inspection, and acceptance of products and receipt of a proper invoice.
