MAFB PRE-ENGINEERED BUILDING SPECIFICATIONS
SALIENT CHARACTERISTICS
1. GENERAL
· Contract to design, fabricate, and deliver components for a 10,000 square foot, Pre-Engineered Building (PEB) facility intended to store RED HORSE equipment and supplies at Malmstrom AFB, MT. Components for the PEB shall include structural steel, insulated metal roof/wall panels, associated flashing, gutters, downspouts, roll-up doors, personnel doors, and overhangs.
· Delivery of preliminary design is required with initial proposal. Delivery of intermediate (50%) design is required no later than 30 calendar days after award. Final (100%) PE-stamped foundation design is required no later than 45 calendar days after award. Delivery of all required materials is required to be on site no later than 1 August 2022.
· Vendor’s proposal must properly address each characteristic as evaluation criteria. Unless otherwise stated (i.e. range of values, minimum, maximum), the following specifications are mandatory. Pre-Engineered Building will come as a package unit (1 kit) of all components to construct this facility.
· This contract is for design, component fabrication, and delivery only. Construction/assembly of the foundation and delivered components will be accomplished by others and is not within the scope of this contract. All design, materials, and labor for electrical, water/wastewater, communications, HVAC, lightning protection, and fire protection systems, as well as all interior wall framing, appliances, doors, and fixtures, are not within the scope of this contract.
· Vendor shall provide temporary bracing and erection plans for the Government to execute during construction.
· The existing concrete slab has some significant slope variances (the elevation drop of the two opposite corners will be almost 24”). This will drive the design and height of the foundation wall and depth of the footings. Compaction test, soil density test, and elevation surveys will need to be performed by the contractor.
· Complete foundational and structural designs shall be produced and approved by a Professional Engineer
2. COMPONENT DIMENSIONS / DESCRIPTION
· Overall Dimensions: building dimensions are 100’ Width x 100’ Length x 20’ Height (from existing grade to ridgeline) PEB
· Trim: Color of all walls shall be Tan Federal Color (ref Federal Standard 23578). Roof, gutters and downspouts shall be Brown Federal Color (ref Federal Standard 37056). Vendor shall submit physical color samples of product with proposal.
· Gutters and Downspouts: Building shall have 3 down spouts on each side (6 total), attached to gutters and spaced equally down eave side walls.
· Roof: The roof paneling shall be insulated sandwich panels, and herein “roof panels” and/or “roof paneling” shall refer to insulated sandwich panels. Roof panel insulation shall be no less than R30 and shall include a vapor barrier on the insulation that is sandwiched between two metal panels. Roof panels shall be 24 gauge, standing seam metal panels and come with all associated hardware, clips, fasteners, flashing, etc. necessary to install to the building framework. Vendor shall provide and deliver the required roof panel seaming machine as a four week rental that will be returned/shipped by the Government at no additional cost to the Government. Vendor shall submit standard color samples of wall panels with the proposal. Pitch of roof shall be 1:12 throughout.
· Wall Panels: shall be insulated, 26 gauge, and come with all associated hardware, clips, fasteners, flashing, etc. Color of all wall panels shall be Antique Linen (Federal Standard Color No. 23578) with Dark Bronze trim. Vendor shall submit physical color samples of product with proposal (see submittal schedule). Primary insulation for pre-insulated wall panels shall be R19. Insulation will include vapor barrier.
· Roll-up doors: (3 each, no windows) shall be 16’ Width x 14’ Height and insulated. These doors will come with single phase electric door openers (.5 Horsepower) with chain back-up. The door color will be Dark Bronze. Vendor shall submit physical color samples of product with proposal (see submittal schedule). Roll-up doors shall come with an interior shroud and must have a charging wheel on the drum. Drum head plates must mount to door tracks. Doors will be field-installed.
· Personnel doors: (3 each) shall be exterior insulated doors and should swing outward from the building (right handed doors). Personnel door and associated trim shall be Dark Bronze anodized aluminum to match remainder of building. All personnel doors shall include panic hardware, sweeps, thresholds, and exterior keyed door locks (Best core). Note: Final personnel door locations along the East and West walls will vary between 1-2 feet pending construction of the interior office and bathroom indicated on the attached drawings. Doors will be field-installed.
· Ventilation: One 17” x 17” opening shall be placed at the center of each gable wall. Vendor shall not provide the exhaust fans.
3. DESIGN REQUIREMENTS
SEISMIC DESIGN REQUIREMENTS (Minimum Requirements):
Seismic design of the subject facility shall be performed in accordance with the requirements of TI 809-04 and TI 809-05, using the following design criteria:

A site specific ground acceleration determination is required for buildings in seismic use groups III E and IIIH. (Designer Verify)
WIND LOADS (Minimum Requirements):
Design of the subject facility for wind loads shall be performed in accordance with the requirements of ASCE 7-98, using the following criteria:

SNOW LOADS (Minimum Requirements):
Design of the subject facility for snow loads shall be performed in accordance with the requirements of ASCE 7-98, using the following design criteria:

Additional loading parameters may be indicated and shall be resolved during the design process.
4. TIMELINE AND SUBMITTALS
· An initial post award conference shall be conducted either in person or over teleconference within 14 calendar days (CD) of contract award. The point of the meeting is to ensure the contractor and Government clearly understands submittal, and timeline requirements. This meeting should address any other points of concern from any party. The contractor shall record and send out minutes within 5 working days upon completion of this meeting. This meeting shall serve as Notice to Proceed for the contractor.
· An initial material submittal period shall be conducted to approve the building components prior to contractor purchasing the subject components. This approval is mandatory regardless of what was submitted in the contract’s proposal. Submittals to be approved are listed in the AF Form 66.
The maximum length of time for this submittal approval period shall be 30 calendar days which includes 10 days for Government review.
· Anchor bolts and associated components are the first component to be delivered which shall be no later than 30 calendar days before structural steel.
· Structural steel to include purlins, girts, and associated hardware shall be delivered on the same delivery date proposed by the vendor. This delivery shall be no more than 100 calendar days post award.
· All remaining components may be delivered after structural steel within a timeframe specified after award, but shall be no later than 14 calendar days after structural steel.
Considerations to the contractor shall be made should the Government take longer than its allotted time for review or if stated timelines are impractical due to industry demand. This still requires the contractor to communicate changes in timelines as the contract progresses.
· In addition to the specified post award conference, coordination conferences may be held from time to time as necessary. The contractor or Government may request such conferences when it is deemed necessary by both parties to clarify the work or expedite the project.
· All review conferences and presentations will be at Malmstrom AFB or via teleconference.
