About this file

This is a regulatory notice from the New York State Department of Labor (NYSDOL) addressing contractor registration requirements for the Office for People With Developmental Disabilities (OPWDD) kitchen renovation project. Effective December 30, 2024, all contractors and subcontractors seeking to bid on Article 8 public works projects must be registered with NYSDOL prior to bid submission. The Kitchen Renovation project is a mandatory site visit requirement, meaning potential vendors must visit the project site before submitting quotes. Bidders must include their valid NYSDOL registration number in the designated space on the bid form at the time of submission, and failure to provide verifiable registration will result in automatic bid disqualification. For projects where bids were due prior to December 30, 2024, but work commences after that date, contractors must obtain NYSDOL registration before beginning work. Subcontractors are prohibited without written approval from OPWDD.

Registration is currently open through NYSDOL, with the agency estimating approximately 3-4 weeks for application review and Certificate of Registration issuance. The project is subject to prevailing wage requirements as a New York State Public Works Project. Interested vendors should submit copies of their NYSDOL certificate(s) along with their quotes to Brooklyn.CMM.Bids@opwdd.ny.gov. Additional information and frequently asked questions are available on the NYSDOL website, and the Bureau of Public Work and Prevailing Wage can be contacted at 518-457-5589 or labor.sm.pwask@labor.ny.gov for further assistance.
