SCOPE
STATEMENT OF WORK (SOW)
FACILITIES ENGINEERING BRANCH (FEB)
FOR REPLACE CRAC AND DX HVAC SYSTEMS
AT THE WEATHER FORECAST OFFICE (WFO) GUAM
3232 HUENEME ROAD
BARRIGADA, GU 96913-1610
1.0 GENERAL
The Mission Statement of the National Weather Service (NWS) is to provide weather, hydrologic, and climate forecasts and warnings, and impact-based decision support services, for the United States, its territories, adjacent waters and ocean areas, for the protection of life and property and enhancement of the national economy. In support of this mission, the NWS Pacific Region (PR), Facilities Engineering Branch (FEB), provides facilities support and maintenance throughout the Pacific Region.
1.1 BACKGROUND
The existing air conditioning systems servicing the Server Room and Operations Room were damaged by Typhoon Mawar. The Server Room system is redundant and comprised of two 10-ton CRAC (Computer Room Air Conditioning) systems (PAC-/ACC-1 and PAC-/ACC-2). ACC-2 is completely down and ACC-1 is close to failure. The Operations Room system is also redundant and comprised of two 7.5-ton ducted DX (Direct Expansion) systems (AHU/ACCU 1-1 and AHU/ACCU 1-2). AHU/ACCU 1-1 is completely down and AHU/ACCU 1-2 was recently replaced by the preventive maintenance contract. The WFO Guam operates 24 hours a day, 365 days a year, so it is imperative that these systems are repaired to provide sufficient cooling to the Server Room installed equipment and the Operations Room personnel.
1.2 SCOPE
The NWS seeks to replace the outdoor and indoor units of both CRAC systems PAC-/ACC-1 and PAC-/ACC-2 and ducted DX system AHU/ACCU 1-1, and also install a new control system for the CRAC and DX systems.
Note: Due to post-tropical cyclone supply/logistic delays, a phased completion of this project is allowed. Phase 1 shall service the indoor unit and replace the failed outdoor unit of PAC-/ACC-2. This will ensure that both CRAC and DX HVAC systems have a operationally reliable system. Phase 2 will complete the remaining tasks of this project.
1.3 OBJECTIVE
Replace PAC-/ACC-1, PAC-/ACC-2, and AHU/ACCU 1-1 with new equipment to match the existing equipment, and install a new control system to control all air conditioning systems.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified.
