Questions & Answers for NWWT9915-15-04011DT

Q. Clarify under what version of ArcGIS the CAP program currently runs. The CAP User Manual states that the program runs in ArcView 3.1, and a previous question regarding this RFP was answered that the program runs “within ArcGIS.”

A. The CAP Users Manual is likely out of date. It will run under ArcGIS. RFCs are generally running 10.2.1, but 10.3 is available.

Q. What is the geographic extent required for data gathering in Section 1.3.3a in the RFP?

A. The functionality of section 1.3.3.a should apply anywhere, but the geographic extent of information provided with the deliverable can be restricted to the Western U.S. and the Columbia River drainage in British Columbia. States included should be CA, OR, WA, ID, MT, NV, AZ, NM, UT, CO, WY.

Q. Are there any known bugs in the current software that need to be addressed?

A. No, but there is no guarantee that there are no bugs. All developed capability must be tested and verified to be accurate.

Q. CAP functionality leverages an array of GIS data layers as listed in Table 1 of the CAP User Manual. The manual indicates that the RFC already has these datasets available. Can we assume these datasets will be provided and are to be used “as-is”, without further enhancement?

A. The referenced datasets are widely available. Further, there may be better suited and/or more refined layers available. Interested RFCs will likely provide datasets that are on-hand, but the RFP should not assume that these are the best/most appropriate versions.

Q. According to Amendment one, we are to ignore the pricing format in attachment B and provide our pricing with a cost breakout showing labor and materials, travel etc. In section 3.2, there is a chart that appears to ask for price by deliverable, are you looking for a price by deliverable including labor categories and hours or a cost buildup that shows labor categories and hours for the entire effort?

A We want the cost breakdown per deliverable. It is not necessary to provide labor categories and hours or a cost buildup.

Q. Does the Performance Measures Matrix count within the 10 page technical proposal limit? If so we respectfully request that the page limit be increased to 15 pages.

A The page limit may be increased to 15 pages.
