STATEMENT OF WORK

NOAA/NWS

CALIFORNIA-NEVADA RIVER FORECAST CENTERS (RFC)

CONSOLIDATION AND ENHANCEMENT OF HYDROLOGIC MODEL

PARAMETER ESTIMATION TOOLS

SECTION 1 – STATEMENT OF NEED AND PERFORMANCE REQUIREMENT

1.1 Introduction and Overview

The National Weather Service (NWS) is the primary source of weather data, forecasts, and warnings for the United States. Television weathercasters and private meteorology companies prepare their forecasts using this information. The NWS is the sole United States (U.S.) official voice for issuing warnings during life threatening weather situation. The National Water Center (NWC) mission includes the development and delivery of valued science, software, and information for river and stream forecasts to save lives and enhance America’s economy.

1.2 Background

NWS River Forecast Centers (RFCs) use a variety of models to simulate and predict river flows across the country. In order for these models to accurately simulate and predict streamflow, they must be customized for the physical conditions of the watershed where they are applied. This customization involves the estimation of model parameters, some of which are refined through “trial and error” and optimization.

Existing Tools Several sets of tools have been developed to assist RFC hydrologists with the initial estimation of watershed model parameters. The most common and widely used are IHABBS (Integrated Hydrologic Automated Basin Boundary System), and CAP (Calibration Assistance Program). Information on both of these systems can be found by searching the web. The combination of IHABBS and CAP provides a great deal of utility, but the software and data platforms are dated and additional parameters can now be estimated.

Envisioned Enhancements In areas that receive a meaningful portion of their precipitation as snow, RFCs employ a process simulation model that emulates the accumulation and ablation of the snowpack. This snow model, SNOW-17 is well documented in the literature as well as NWC manuals and instructions. One of the more important parameters of SNOW-17 when applied to a basin is the “areal depletion curve”, particularly during the spring snowmelt period The following description is taken directly from the documentation for SNOW-17.

“The percent of the area that is covered by snow must be computed to determine the portion of the area over which energy exchange is taking place and, in the case of rain-on-snow, to determine how much rain falls on bare ground. The areal depletion of snow has been shown in several studies to be predominantly a function of how much of the original snow cover remains. The distribution of snow cover during the accumulation season is influenced by topography, vegetation cover, storm type, and wind conditions. Because these factors are stationary or similar from year to year, the snow cover accumulation patterns are also similar. Snowmelt patterns are influenced by topography, vegetation patterns, and weather conditions and are also similar from year to year. Because of these similarities in the snow accumulation and melt patterns, each area should have a reasonably unique areal depletion curve. An areal depletion curve, as used in the model, is a plot of the areal extent of snow cover versus a ratio which indicates how much of the original snow cover remains. The ratio of the current mean areal water-equivalent to an areal index, Ai (mm) is used. The index value, Ai, is the smaller of: 1) the maximum water-equivalent that has occurred over the area since the snow began to accumulate, or 2) the preset maximum, SI (mm). The model parameter SI is thus the mean water-equivalent above which there is always 100 percent areal snow cover. Because of the wide variety in the shape of the areal depletion curves from area to area, the depletion curve, as used in the model is defined by discrete points connected by straight lines.”

In practice, the calibration of the areal depletion curve is discovered by trial and error through attempting to better fit the timing of the spring snowmelt pulse and the magnitude of observed peaks within it. While this may work, the results may create compensating effects in other SNOW-17 model parameters such as MFMAX and MFMIN.

To the greatest practical extent possible, it is advisable to base calibrated model parameters on observable or derived information. At this point in time, there exists a substantial archive of satellite areal of extent of snow cover across the CONUS at 1 km (or greater) resolution. With the exception of cloudy days, these estimates have been made on a daily basis for the last 15-20 years. This contract seeks to leverage the available satellite areal extent of snow cover information (and other gridded snow data) to establish a consistent and well-founded basis for defining the areal depletion curves needed in SNOW-17. While the technique and tools developed may be applied anywhere, this work is specifically targeted for the complex terrain of the western U.S. at this time.

This work is designed to aid and facilitate the work of NWS hydrologists engaged in watershed model calibration. Improved, consolidated, and enhanced tools will yield more robust model parameters which are likely to lead toward improved simulations and forecasts. Improved tools will also reduce the amount of time needed to perform watershed calibration. A very high value is also placed on the interaction, collaboration, and capacity building of this work at and between the CNRFC and the NWC.

1.3 Scope of Work

The goal of this work is to capture and extend the capabilities of IHABBS and CAP, add a methodology to estimate SNOW-17 areal depletion curves and SI, and deploy them in a modern GIS framework that can be readily used by RFC hydrologists.

This scope involves that following tasks:

1. Full feature replication and potential improvement of IHABBS functionality within a modern GIS environment based on the latest DEM datasets and NHDPlus Version 2. Please see: http://www.nohrsc.noaa.gov/technology/gis/index.html

2. Full feature replication and potential improvement of CAP functionality within a modern GIS environment based on the latest and most comprehensive GIS data layers. Please see: http://www.nws.noaa.gov/oh/hrl/hsmb/docs/hydrology/calibration/CAP_User_Manual.doc

3. Create functional capability to estimate SNOW-17 areal depletion curves and SI.

a. Obtain and organize gridded areal extent of snow cover datasets, based on GOES analysis, for as long a period as possible, but not to exceed the past 25 years. The highly preferred source is the NOHRSC as the use of these data will facilitate efforts to assimilate operational and archived NOHRSC products into RFC models. Gather and organize additional snow water equivalent data that may to be used to define the watershed SI, such as gridded and area-averaged SNODAS SWE historical archives.

b. In consultation with the CNRFC and NWC, design and develop tools within a GIS environment that will estimate the areal depletion curve and SI for any watershed as defined by a basin boundary and areal subdivisions by elevation, average precipitation or other physiographic data.

4. Provide system documentation, install the tool (and associated configuration) at the CNRFC, and provide “in person instruction and training” to NWS staff at the CNRFC in Sacramento, CA.
