Solicitation NW-WP9259-23-00071 Non-Personal Services for a Security Camera System and Installation at Forth Worth, TX Questions & Answers/Clarifications

Revised: 02/23/2023 Page 1 Solicitation NW-WP9259-23-00071MWH

The following questions and or clarifications requests were received from various interested parties. All questions and clarifications have been consolidated. Questions are denoted by “Q” and the response is denoted by “R.”

Q1. Can the posting be extended until 02/24 because there is a holiday?

R1. Yes, the posting was extended on SAM.gov.

Q2: Is there an existing ethernet raceway installed in the building (cable channel, or J hooks)?

R2: Yes, under the floor. None above the false ceiling to our knowledge. Cables above the false ceiling should run along the grid and make 90' turns with the grid. If this can't be accomplished J hooks are to be used. We recommend you schedule a site visit.

Q3: Is there existing conduit running to the cameras?

R2: There is on the Upper Air building and Entry Gate. Conduit should be used where necessary. Obviously, direct burial cable should be used as well if exposed to the outside elements.

Q4: Is the present system analog?

R4: Cabling, maybe, for power use. Otherwise, No.

Q5: Will an UPS (uninterruptible power supply) be required?

R5: No.

Q6: Has the terabyte storage rate been calculated?

R6: Not specifically for this site. SR understands we might not get the entire desired amount of days recorded, compared to other sites, with so many cameras.

Q7: What brand of cameras are presently being used with the VMS Blue Iris software?

R7: In our region thus far? Bosch and Axis

Q8: What are the Frames Per Second (FPS) you require for recording? 15 frames per second?

R8: Yes 15fps, and live view at 30 fps

Q9: Are you going to record on Motion only?

R9: Yes - External Cameras. Interior Cameras refer to SOW

Q10: Resolution of recording 1920x1080 Full HD?

R10: Yes

Q11: Compression H.264 high quality?

R11: The majority of cameras are on H.265. However, some of our Bosch cameras had to be placed on H.264 format because they wouldn't come up on H.265. H.264 seems efficient.

Q12: Is digging or trenching required?

R12: No.

Q13: I see we are installing a Switch, Cisco 9200L-48P-4X. Are you providing that?

R13: No. Contractor to provide. 1.6.2.1(A) The Contractor shall install a Cisco Catalyst C9200L-48P-4X

Q14: Also see a Tripplite UPS. Is that being provided?

R14: No. Contractor to provide. 1.6.2.1(B) The Contractor shall install a Tripp Lite 48-Port 2U Rack-Mount Cat6 110 Patch Panel.

Q15: Cat6 110 Patch Panel? Cat6 Runs to each location?

R15: Yes

Q16/R16: About the Infrastructure and General Inquiries:

What is the age of the building? NOAA: This is a leased building; not certain on the original building. The additional square footage was added in 1992/1993. We've been there since.

How stable is the power in these buildings? NOAA: Very stable Is the existing CCTV also integrated with an access control and/or intrusion detection system? NOAA: No. This system will remain independent.

What type of cable is currently connecting the existing CCTV system cameras? Is there coaxial cable involved? NOAA: Mostly CAT5e. There may be a few RG-59 or RG-6 runs.

Will we need to replace all of the wiring? NOAA: Yes Will we need to use conduit? NOAA: If needed, it should be minimal, but we recommend making a visit.

Q17/R17: CCTV:

Is there an existing command center? NOAA: No. If so, in how many buildings, and is it/are they well ventilated? NOAA: Computer room has its own dedicated HVAC system How many monitors are there? NOAA: Will be determined and handled by local government staff How many service calls did the CCTV System have in the past year? NOAA: We have ETs in-house who maintain When was the last time there were updates of firmware to the CCTV cameras and DVR or NVRs? NOAA: Being removed Are the NVRs or DVRs being used are mainly manufactured by VICON? Oxford Metrics? NOAA: No Do you have any cameras installed on hangers or poles; if so, how tall? NOAA: No Is there a parking area being viewed by any camera? NOAA: Yes If yes, please specify what type of camera? NOAA: Provide us with a camera that meets the requirements in the SOW and coverage depicted in Attachment (1).

How much storage is available for CCTV Video recording? NOAA: Attachment (3)

Q18: Since the age of the build is undetermined, have tests been run to check for asbestos or other hazards?

R18: There is no asbestos in the building. The building is modular construction from 1993 - 1994.

Q19: I noticed while going through the solicitation that there was not a requirement stating that the cameras and associated hardware need to be NDAA and TAA compliant. This is a requirement for all government agencies R19: Section 889 provision/clauses (52.204-24, 52.204-26, 52.204-25) cover NDAA. In regard to TAA compliance, this information is pretty well documented and known in the industry. Manufacturers / suppliers know where the assembly and chips are made for their equipment. Most manufacturers state on their websites if they are TAA compliant. They should provide contractors with a document / statement of proof if TAA compliant.

Off the GSA website.

Examples of designated countries that are NOT TAA approved are China, India, Indonesia, Iran, Iraq, Malaysia, Pakistan, and Russia.

Q20: We'd like to know what level of training will be required specific to the Blue Iris software?

R20: Basic Settings and Layout designs (Numerous Youtube videos). With that said: we expect training to cover the "system" ((operation and troubleshooting) cameras, cabling, interfaces, network considerations, system design and video storage).

Q21: Will the purchase of a Blue Iris software license or setting up of an account with monthly subscription be required?

R21: This is government furnished. 1.6.2.2(A) GFM. VMS Blue Iris VMS Version 5.6.7.2 (January 3, 2023) or newer.

Q21a: If so, will the Electronic Systems Analyst be managing this aspect of the set-up?

RQ21a: The government will purchase and install Blue Iris. You will need to work with the ESA (onsite ETs) to ensure your cameras' network IP connections, properly identify (named) them, and enable all the functions available for each individual camera.

Q22: Due to the heights and positioning of the new layout of cameras 14, 15 and 16, they will require a pole or somewhere else to mount these cameras, even though the questions said there are no cameras mounted on hangers or poles. Is someone else going to provide this pole, or if not, how do you want these cameras mounted and should we provide the pole as an option?

R22: Cameras 14 and 15 are to be mounted to the existing antenna. Camera 16 should be mounted as it currently exists or a pole may be installed.

Q23: Is there a communication from the main building from cameras 14, 15, and 16, or would we need to run the fiber optics and do the trenching to those areas?

Revised: 02/23/2023 Page 4

R23: No fiber or trenching should be needed. Conduit exists out to the Upper Air building and the antennas. The furthest antenna is approximately 310ft from the head-end. With that said; I don't know if there are pull strings. Camera 16 currently transmits to a repeater at the Upper Air building. We recommend staying with this set up. < Both are good reasons / examples why a visit is recommended.

Q24: Is Camera 13 an existing camera, or are there communications?

R24: There is an existing camera mounted there hard wired with CAT5e (both to be removed). See Attachment (2)
