STATEMENT OF WORK

TO

REPLACE AHU 1

AT

THE FLORIDA KEYS

WEATHER FORECAST OFFICE (WFO)

1315 White Street Key West, FL 33040

February 2022

Purchase Request #NW-WP9201-22-00106

I. OBJECTIVE

The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) Southern Region Headquarters is seeking for the services of interested and qualified private and commercial vendors to perform the work specified under this request for proposal.

II. EXISTING CONDITIONS

Existing AHU Florida Keys Weather Forecast Office (WFO) are beyond their useful life. Units are old, obsolete and constantly failing. They are also due for replacement by Deferred Maintenance schedules .

III. SCOPE

The work to be performed under this Contract shall consist of furnishing and installing all tools, equipment, materials, supplies, and manufactured articles and furnishing all labor, transportation, and services, including fuel, power, water, and essential communications, and performing all work, or other operations required for the fulfillment of the Contract in strict accordance with the Contract Documents. The National Weather Service (NWS) expects a “turnkey” solution for this project. The work shall be complete, and all work, materials, and services not expressly indicated or called for in the Contract Documents which may be necessary for the complete and proper construction of the work in good faith shall be provided by the Contractor as though originally so indicated, at no increase in cost to the Government.

IV. TASK: Replace AHU # 1

1. Remove and replace in kind, but providing the upgrades requested on section 2 below, AHU # 1 installed in the mechanical room on the second floor of the building (Total of 1). Replace all expansion, solenoid, bypass, isolation/service valves, and other valves installed on the refrigerant circuit that are associated with this AHU. Replace all refrigerant filters and sight-glass in kind. Verify that existing refrigerant pipes are of the correct size for the new AHU and the existing CU to remain, replace refrigerant pipes that are not of the correct size as specified by the manufacturer, not only for the new AHU but also for the existing CU. Flush existing refrigerant pipes with “Rx11-flush or approved Brand Name or Equal”, IAW manufacturer’s instructions, industry standards and recommendations below:

1.1. Do not inject the solvent into the compressors itself; only the supporting refrigeration system shall be flushed.

1.2. Use only the appropriate refrigerant, proper recovery equipment, component parts, tools and lubricants as established in the industry and as per manufacturer’s instructions.

1.3. Large systems or systems with unusual configurations that could trap the solvent shall be disassembled and flushed section by section.

1.4. The exact amount of “Rx11-flush or approved equal” required will vary by the internal design of the system, the nature of the system failure, the degree of contamination trapped in the system, and the temperatures at which the failure occurred.

1.5. If the system to be flushed includes larger components such as a receiver, we recommend a visual inspection. If these components appear to be contaminated then flush them with Rx11-flush or approved equal.

1.6. DANGER: Never connect Rx11-flush canister to nitrogen via manifold sets or other charging hoses!

Failure to insure the system is free of pressure when injecting Rx11-flush (or equal) may cause the can to burst and result in injury.

2. New AHU shall: BRAND NAME

2.1. Be Trane to match and be compatible with the existing CU to remain. Provide AHU that is certified by Trane, in writing, to be paired with the existing CU. Before buying the new AHU, provide Trane documentation to the COR to show compatibility with existing CU and do not proceed until approved.

2.2. Have better and more robust service access panels than existing, that do not require tools to be removed.

2.3. Have better and more robust filter racks than existing, that facilitates the replacement of the filters and hold them steady in place, not letting them to be sucked by the air flow. With a filter racks that act like a drawer, capable of pulling all the filters out every time, without leaving some of them behind.

3. Remove, collect and dispose existing refrigerant. Recharge the systems with virgin R410a refrigerant.

4. Completely remove and replace in kind all the existing ductwork, insulation, dampers, actuators, freeze stats (provide if not existing), anchors/supporting elements and duct access panels that are installed in the mechanical room and are associated with AHU # 1.

5. Reuse the existing metal structures that are supporting the AHU, but refurbish as instructed below. Do the same to all other metal structures in the room that are associated with the AHU being replaced and its elements/ductwork:

5.1. Clean metal structure with wire brush to remove rust and dirt.

5.2. Apply one coat of anticorrosive chemical coating (Dynamic Rust Exterminator or approved Brand Name or Equal)

5.3. Zink cold galvanize all metals.

5.4. Paint everything (provide 3 coats of shercryl HPA), coordinate color with COR. HPA is Brand

Name or Equal

5.5. Protect surrounding areas and equipment.

6. Fabricate and install a custom made, aluminum, watertight drain pan under the AHU, leaving a gap between the floor and the pan to allow the free flow to the floor drain of other waters spilled in the room.

Using stainless or hot deep galvanized hangers and hardware, attach the pan to the new AHU or to the existing metal structure. Size pan to the biggest size that can be installed under the AHU, and to capture all the water that could be generated by the AHU. Use flexible silicone hoses, stainless-steel clamps and copper connectors to connect drain pan to the condensate drain line, place connectors and hoses in an accessible location to facilitate service and replacement. Provide a float switches in the pan and hardwire it to shut-down the AHU when the pan is not draining properly.

7. Tie the new AHU to the existing “Automated Logic Controller” DDC system. Reuse existing wiring, cabling and “Automated Logic Controller” DDC equipment, but verify for proper operation and for compliance with codes and specifications, adjust or replace as needed. Contractor shall make all necessary modifications to the existing DDC system to assure the proper operation of HVAC #1 IAW attached drawings and specifications, to include sequence of operation, and to industry standards.

Replace all damaged flexible electrical pipes installed through the AHU, for wires and cables connected to the AHU and associated equipment, elements, sensors and devices, to include but not limited to damper actuators, Air flow measurement stations, temperature and pressure sensors, etc. Extend existing wiring and cabling when needed.

8. Remove and replace all condensate line drainage piping, new condensate lines shall be copper and/or brass and shall be installed IAW codes and industry standards.

To facilitate the cleaning of the drain lines: Install brass insolation ball valves where the condensate line connects to the AHU’s drainage connection. Install isolation brass ball valves and T where the condensate line discharge to the floor drain.

9. To replace AHU # 1, the Contractor will have to remove and reinstall some of the existing ductwork, dampers, pipes, electrical, and other elements/equipment installed in the mechanical room that are associated with AHUs #2A, 2B and 2C and other systems not related to the AHU being replaced. It is highly recommended that the Contractor visit the site to take measurements and collect necessary information to quantify the extent of the modifications, and to verify that the new AHU will fit thru the existing doors and stairways. If new AHU does not fit thru existing doors and stair ways, contractor will have to:

9.1. Remove/reinstall some of the existing doors in order to create the space needed to move the new equipment.

9.2. Disassemble and assemble the AHU to move it into the mechanical room.

9.3. Provide a crane to handle new and existing equipment.

9.4. Remove/reinstall existing mechanical yard ceiling metal cage to provide the access needed to handle new and existing equipment. At the end of the job, the metal cages shall be welded to provide a safe walking surface in accordance to OSHA, applicable codes and other safety standards.

Apply three coats of cold galvanize spray to the welded areas.

10. Provide and install temporary spot cooling throughout the building while AC unit is disabled.

11. In conjunction with the Mechanical Contractor and TAB agent, and with a government representative as witness (the COR in this case), commission entire HVAC #1 system (to include associated portion of the DDC system), IAW attached specifications and industry standards. Every new and existing element of the DDC and HVAC #1 system shall be tested, balanced and calibrated. Contractor shall submit a detailed commissioning plan to show the proposed approach to test each element, input, output, sensor, device and equipment of the system, and shall not proceed until approved by the COR

12. Dispose of existing equipment and components.

13. Test and balance the entire HVAC system IAW attached specifications and industry standards.
