Architectural / Engineering (A/E) Services – STATEMENT of WORK (SoW)
The U. S. Geological Survey (USGS, or “we”) has a requirement for Architectural/Engineering (A/E) Services for the design of a new Biological Safety Level (BSL) 2 / 3 and BSL 3 Enhanced laboratory facility.
The project is located at the National Wildlife Health Center (NWHC) located at 6006 Schroeder Road, Madison, WI 53711.
We require comprehensive services from Schematic Design (SD) through Construction Administration (CA), including specialized laboratory programming/planning and design, cost estimating and “bid phase” services for a new facility for the NWHC. In addition, this project includes a Pre-Design phase for architectural and laboratory space programming and concept site studies to facilitate program validation and site selection. The scope includes:
· Land surveying
· Geotechnical investigation/engineering
· Sustainability review per Department of Interior (DOI) policy (Guiding Principles for Sustainable Federal Buildings)
· Commissioning during design and construction
· Special inspections (code required, for example, soils, paving, structural steel, fireproofing)
· Furniture design
· AV systems design
· Value analysis/value engineering
The commissioning scope and the special inspections scope must be subcontracted to third-party contractors and cannot be performed with in-house resources. The A/E will be responsible for general project management, scheduling, and coordination with these third-party team members so that the overall project timeline moves smoothly, but we expect them to take technical direction from the Contracting Officer’s Representative (COR) and act independently in their professional capacity to fairly and impartially represent our interests and comply with all applicable laws, regulations, and codes.

I. BACKGROUND
National Wildlife Health Center (NWHC)
The NWHC was established in 1975 to serve the nation and its natural resources by providing sound science and technical support regarding wildlife disease, and to disseminate information to promote science-based decisions affecting wildlife and ecosystem health. NWHC personnel study emerging and resurging diseases, wildlife and ecosystem health, zoonotic diseases, and environmental health and degradation. The NWHC is located on 24 acres and maintains offices and high security disease laboratories in the Main Building (MB) and the Tight Isolation Building (TIB).
II. SCOPE OF WORK
A. The 2020 Master Plan identifies a need for all new construction to replace the existing facility. The total space need was estimated to be 61,721 Net Square Feet (NSF). The availability of funding indicates a three-phase approach may be required. The A/E scope of work includes Phase I, II and III through the Pre-Design stage. Full design services for Phases II and III must be presented as options, which may be executed as funds become available. Recommendations for phasing must be presented.
B. A minimum of three (3) conceptual site plan designs must be generated, prepared, analyzed, and presented to the USGS for review. Each site plan must consider future phases of the 2020 Master Plan. The pros and cons of each must be discussed and documented and the A/E must make recommendations for USGS consideration. The preferred course of action will form the basis of schematic design.
C. The A/E services must include meeting the DOI policy on sustainability, the Guiding Principles for Federal Sustainable Buildings along with all local and state requirements for sustainable buildings and sites. The A/E must make recommendations for energy efficient systems, and aesthetic considerations related to sustainability including but not limited to daylighting, renewable energy strategies and sustainable site strategies for storm water management. The A/E must consider and evaluate MEP systems alternatives and life cycle costs. The A/E must provide a comprehensive Audio Visual system design.
D. The A/E must design a facility that is visually compatible with the surrounding environment in terms of both the natural and architectural contexts.
E. The A/E must provide commissioning services through a subcontracted third party for design and construction in accordance with the DOI policy and Guiding Principles for Federal Sustainable Buildings. See Exhibit A for further details on this required scope.
F. The A/E must provide special inspections services through a subcontracted third party. See Exhibit B for further details on this required scope.
G. The proposed design must meet all current local, state, and federal regulations and codes including seismic requirements for the proposed location. The design must follow the NIH/BMBL 5th Edition guidelines (Biosafety in Microbiological and Biomedical Laboratories). Milestone reviews must be coordinated with the CDC/USDA to meet and achieve the requirements of the Federal Select Agent Program. The A/E must identify and confirm each applicable law, code, executive order, and regulation upon which the design is based. The A/E must provide a complete list of applicable codes, regulations, policies, and energy standards.
H. The A/E must provide one (1) complete, electronic contract document “bid” package for the acquisition of construction at each Phase.
I. The A/E must visit the existing NWHC as needed to program and design the unique laboratory requirements. The A/E must survey existing lab equipment scheduled to move to the new facility and prepare the inventory and utility requirements document.
J. The A/E must consider “desk” space for staff working in the laboratories.
K. The A/E must provide a design solution that meets the security and access entry needs of the USGS.
L. The A/E design team must meet with USGS staff as required to validate the IT requirements.
M. The A/E design team must propose a state-of-the-art workplace environment within the current funding limitations. The funding limitation will be confirmed upon the reconciliation and approval of the Schematic Design. The A/E must provide cost estimates at each phase, including at the end of Pre-Design to allow comparison of alternative proposals and to control costs. The A/E must work with the USGS Project Manager/COR and USGS staff to develop a final design and cost estimate to best suit the needs and constraints of the government.
N. The A/E must provide a design solution for a comprehensive furniture package including development of a basis of design and a furniture budget. The furniture package must comply with applicable government furniture procurement requirements.
O. The A/E must provide contract specifications for this project utilizing the CSI (Construction Specifications Institute) format.
P. The A/E must attend design review meetings at each phase and make all necessary site visits during design to gather information necessary from the existing site, building plans, and utility plans to provide a complete assessment of the proposed work.
Q. The A/E must provide "Architectural E1" (30"x42") HALF size progress drawings, specifications, and a cost estimate at each design review milestone. Contract documents, drawings and specifications must be stamped by an Architect/Engineer registered in the state of Wisconsin. AutoCAD, PDF files and hard copy quantities will be as directed by the COR.
R. The A/E must attend any pre-construction site visits and assist USGS in providing responses to questions asked by potential contractors, and prepare addenda, as required to answer questions, and provide clarifications.
S. The A/E must provide all labor, supervision, materials, and any other items necessary for the completion of the services described herein. Additionally, we are anticipating using the Construction Manager as General Contractor (CMGC) project delivery method for construction. The A/E’s scope explicitly includes cooperating with and supporting the CMGC during the CMGC’s design phase services, which include such items as constructability review, value engineering, and cost estimation validation. “Bid phase services” (see VII) will occur after the 35% milestone for each Phase; CMGC support will occur after the 65% and 95% milestones for each Phase.
III. ADMINISTRATIVE PROCEDURES
A. After Award and issuance of the NTP, the A/E must coordinate all site visits through the COR. The COR’s authorized duties and responsibilities are explained in the Terms and Conditions included in this solicitation/contract.
B. All A/E personnel, subcontractors and representatives visiting USGS sites will be required to sign in upon arrival. Each visiting individual will be required to enter his/her name, company’s name, USGS project title, date, reason for the visit, and the times of arrival and departure. Additionally, all persons must always wear a visitor’s badge. Arrangements for after-normal-working-hour site visits shall be made in advance during normal working hours.
IV. DESIGN PERIOD DELIVERABLES
The A/E must develop and provide to the USGS the following:
A. Meeting Minutes: The A/E must take minutes of all conferences and other meetings with the USGS (including site visits) and must provide a copy to the COR for a concurrence signature within five (5) business days.
B. Drawings: At each design review, the A/E firm must present to the COR, all drawings showing location and extent of work, the design concept, and working drawings used to illustrate methods and proposed constructability of the work. It is the intent of these presentations to achieve approval for the concept, to address any potential problems, and to make necessary changes before further progress of the design. Design reviews must be documented with relevant notes and graphics. Drawing sets for review and final submission must be organized to American Institute of Architects (AIA) standards.
C. Specifications: The A/E must develop specifications with an index listing all sections intended for use in this project. The project specifications must be prepared in Microsoft Word format. Each page must include a footer with the project title, submittal (i.e., 65%) and date. Specifications must follow CSI (Construction Specifications Institute) format.
D. Construction Cost Estimates: The A/E must prepare construction cost estimates that include: a copy of the quantity take-offs, breakdown of individual line items that accurately reflect the quantity take-off of the various categories of work involved, unit of measure, quantities, unit cost, overhead, and profit. All cost data must be taken from the most current version of a recognized industry standard, e.g. RS Means Estimating Guides. All cost estimates must be stamped “For Official Use Only”. Unit costs for material and labor must be shown. For items that are not in the industry standards, vendor quotes, and justification for labor hours must be secured from local sources at the worksite. Construction cost estimates must be submitted with each design review and with the final submission. Cost estimates must follow the CSI division format.
E. Submittal Log: The A/E must develop a list of all submittals required by the specifications in Section 1 of each individual specification. The submittal log must include specification reference, dates of receipt and return, and action required for each item to be reviewed and approved.
F. Basis of Design Documentation: The A/E firm must document the findings of field reconnaissance, data analysis, major engineering calculations and must outline the design premise in a Basis of Design document including design options/choices, decisions, directives and subsequent reasoning behind each. This document must be submitted at each design review, including all changes and revisions.
G. Construction Schedule: The A/E must provide a preliminary construction schedule indicating the entire length of time estimated for the completion of the construction contract, measured in weeks. This schedule must include pre-construction activities (such as submittals and mobilization), specific construction activities/events, special phasing requirements, and final occupancy of the new space.
H. Phasing: The A/E must develop a conceptual phasing plan taking into consideration the need for early demolition and abatement, minimal disruption, emergency egress, storage of construction equipment and materials, security and access, debris removal, and maintenance of a clean environment. The USGS will notify the A/E on the availability of the entire work area or if partial areas will be required for the duration of construction.
I. Standard of Care: The A/E must perform its services consistent with the professional skill and care ordinarily provided by architects practicing in the same or similar locality under the same or similar circumstances.
V. DESIGN REVIEWS – SCHEDULES AND REQUIREMENTS
The following design submissions will be required:
Pre-Design – Programming, Planning and Site Studies Schematic Design – 35% Design Development – 65%

The A/E must provide Review Documents in hard copy and electronic files in both original (i.e., AutoCAD, MS Word, Excel) format and PDF format. Each design review submission will be as indicated below.
The A/E must examine the schedules set forth below and recommend to the USGS any changes to the allocations of time for each phase, the net effect of which would be to either provide more time for phases needing more time or to shorten the entire design schedule.
A. Pre-Design Submission For this submission, the A/E must validate the Phase I, II and III program, prepare conceptual floor plans and site plans. The impacts to future phases must be identified and documented. This must be submitted 16 calendar weeks after Notice to Proceed. This submittal must include a minimum of 3 onsite presentations to USGS staff.
1. A written narrative with a summary of the meeting(s) with the USGS as well as a presentation, discussion and recommendation of various design alternatives which have been explored and evaluated. Key decisions/choices that were made by the USGS must be documented.
2. Drawing Deliverables: Three (3) sets of this design package are required.
3. A preliminary cost estimates with as detailed a breakdown as possible for this stage of design. Separate cost estimate figures must be given for any design alternatives being presented for consideration as part of the pre-design.
4. Preliminary Conceptual Construction Schedule.
5. The USGS will provide review comments to A/E no-later than three (3) calendar weeks after receipt of the pre-design submittal.
B. Schematic Design (SD) Submission (35%) For this submission, the A/E must produce preliminary floor plans, elevations and sections needed to depict the extent of the work. The floor plan must show the locations of furniture and equipment. Include preliminary specifications, and calculations of all parameters necessary to prove feasibility of the design. This must be submitted 16 calendar weeks after approval of Pre-Design. This submittal must include a minimum of 3 onsite presentations to USGS staff.
1. A written narrative with a summary of the meeting(s) with the USGS as well as a presentation, discussion and recommendation of various design alternatives which have been explored and evaluated. Key decisions/choices that were made by the USGS must be documented. The schematic basis of design narrative must also identify each and all required systems, utilities, and major (built-in) equipment with a brief description of its type, location, use and extent. The A/E must address constructability issues and their impact on project construction cost.
2. Drawing Deliverables: Cover sheet with progress construction documents. Three (3) sets of this design package are required.
3. A preliminary cost estimate with as detailed a breakdown as possible for this stage of design. Separate cost estimate figures must be given for any design alternatives being presented for consideration as part of the schematic design.
4. Preliminary Conceptual Construction Schedule.
5. The USGS will provide review comments to A/E no-later than three (3) calendar weeks after receipt of Schematic Design Submittal.
C. Design Development (DD) Submission (65%) For this submission, the A/E must produce architectural floor plans, reflected ceiling plans, elevations, sections, and details depicting the extent of the work. Preliminary mechanical and electrical floor plans, reflected ceiling plans, details and project specifications must be included. This must be submitted 24 calendar weeks after SD approval. This submittal must include a minimum of 3 onsite presentations to USGS.
1. A written narrative with a summary of the meeting(s) with the USGS as well as a presentation, discussion and recommendation of various design alternatives which have been explored and evaluated. Key decisions/choices that were made by the USGS must be documented. The basis of design narrative must be updated and included in this submission. The A/E must address constructability issues and their impact on project construction cost.
2. Drawing Deliverables: Cover sheet with progress construction documents. Three (3) sets of this design package are required.
3. A preliminary cost estimate with as detailed a breakdown as possible for this stage of design. Separate cost estimate figures must be given for any design alternatives being presented for consideration as part of the design development submission.
4. Preliminary Construction Schedule.
5. The USGS will provide review comments to A/E no-later than three (3) calendar weeks after receipt of Design Development Submittal.
D. Pre-final Construction Documents (CD’s) Submission (95%) This submission is set up to review detailed plans and specifications. This must be submitted 24 calendar weeks after DD approval. This submittal must include a minimum of 3 onsite presentation/work sessions with USGS staff.
1. A written narrative that represents a concise and complete record of the design process including all key design decisions and the background, reasons for and intent of these design decisions. Continue to use the narrative to communicate any other important information and to provide support to other submission documents.
1. Provide electronic files and three (3) full sets of Construction Document hardcopy drawings and specifications. The 95% submission must include all Specifications that are required for the construction package. The Specifications must be free of writer’s notes and any editing comments. All information that is not required for this project must be removed from each individual specification section.
1. A complete take-off cost estimate based on the 95% Construction Documents submission.
1. Fully developed Construction Estimates, Phasing Requirements and Engineering Calculations which support the documentation must be set out in this paragraph.
1. A complete submittal log form.
1. A completed construction schedule.
1. The USGS will provide review comments to A/E no later than three (3) calendar weeks after receipt of 95% Construction Documents Submittal
E. Final Construction Documents 100% Submission This submission is the final delivery of construction documents.
This must be submitted 15 business days after CD approval.
1. The A &E must provide three (3) hard copy sets of Construction Documents (drawings and bound specification) and electronic files of Construction Document sets in both original (i.e., AutoCAD, MS Word) format and PDF format.
2. Final Construction Estimates, Final Phasing Requirements and all Final Engineering Calculations which support the documentation must be set out in this paragraph, all of which must be complete in every respect. The final Engineering Calculations must have been reviewed, signed, and sealed by the designated Engineer.
VI. BID PHASE SERVICES (TO OCCUR AFTER 35% SUBMITTAL FOR EACH PHASE)
A. General: We reserve the right to terminate any “bid-phase” services, without payment for services not completed, if such services are not needed or are not being adequately completed. “Bid phase” means services performed directly in support of the acquisition of construction and is not intended to imply design-bid-build project delivery or the solicitation of sealed bids. The acquisition of construction may occur in one, two, or three phases.
B. Scope ofServices: The A/E must assist the USGS staff in providing responses to questions asked by potential contractors during the “bidding” phase(s) and prepare technical addenda, if necessary.
C. Site Visits: The A/E must attend any and all site walks offered to potential contractors.
VII. CONSTRUCTION PERIOD SERVICES
A. General: We reserve the right to terminate any construction period services, without payment for services not completed, if such services are not needed or are not being adequately completed.
B. Response to RFI’s: The A/E must assist the USGS in providing quick responses to all RFIs submitted during construction. Within five (5) business days of receipt from COR, the A/E must provide in writing the information, clarification or revision material needed to properly answer the RFI and to resolve the issue. Include a cost/credit estimate for RFI’s which result in a change to construction contract cost.
C. Submittal Review: Contractor submittals will be sent to the A/E for review for adherence to contract requirements. A/E must forward recommendations of approval/disapproval to the COR within ten (10) business days. The COR will take final action of approval/ disapproval on each submittal and will prepare and send a formal return of submittal to the contractor.
D. Site Visits: Day-to-day construction administration will be performed by the COR. The A/E must make monthly site visits to inspect work installed by the contractor, to resolve issues, and review the status of in-progress as-built drawings. The A/E is also expected to be available to make on-demand site visits when necessary to resolve a construction issue within a reasonable period of time of request.
E. Commissioning Services: The A/E must provide commissioning services through a subcontracted third party.
F. Special Inspections Services: The A/E must provide special inspections services through a subcontracted third party.
G. Record drawings: Upon completion of construction, the CMGC will submit a set of “red-lined” as-built drawings and specifications to the A/E. The A/E team must record these changes in the construction documents and provide two (2) sets of Architectural E1" (30"x42") as-built drawings, as well as in AutoCAD and PDF formats. Specifications need not be submitted hard copy. They must be completed within 30 days after receipt of the redlined documents from the CMGC.
VIII. A/E CONSTRUCTION PERIOD DELIVERABLES
A. Meeting Minutes: The A/E must take minutes of conferences and other meetings with the USGS (including site visits) and must provide a copy within five (5) business days to the COR for a concurrence signature.
B. Submittal Review: Forward recommendations of approval/disapproval to the COR within ten (10) business days.
C. Drawings:
1. Drawings or sketches as required in response to RFIs.
2. Proposal Drawings or sketches for Field Directives.
3. Record Drawings
D. Site Visit Reports: The A/E must provide a field report within five (5) business days of site visit to COR for a concurrence signature.
E. Final or phased completion inspection punch lists: The A/E must conduct final inspection and provide a punch list within five (5) business days of inspection. The GC to perform their punch list before the A/E punch list site visit. Each project will have a separate punch list site visit completed at separate time.
F. Third Party Deliverables: Commissioning and special inspections deliverables will be as outlined in Exhibits A and B hereto, respectively. The commissioning agent and the special inspector may submit their respective deliverables either through the A/E or directly to the COR, as mutually agreed by the parties.
