This is a Request for Proposals (RFP) issued by Northern Wasco County People's Utility District (NWCPUD) Energy Management Department for weatherization and repair services under the Income Qualified Energy Efficiency Upgrade Program (IQEEUP) for Homeowners. The RFP solicits qualified home performance contractors to weatherize residential properties including site-built single-family dwellings, site-built multifamily dwellings, and manufactured homes throughout NWCPUD's service territory (The Dalles, Dufur, Tygh Valley, and Wamic) during the period of December 1, 2021, through September 30, 2022. Weatherization measures include new or additional insulation (attic, floor, and/or wall), pressure-tested comfort systems (PTCS) duct sealing, window and patio door replacement, exterior swinging door replacement, and structural repairs to ensure measure longevity. The RFP release date was October 22, 2021, with respondent questions due by November 15, 2021, and proposals due no later than 12:00 noon on November 22, 2021. A pre-award site review may be conducted at the NWCPUD discretion. Contract award was anticipated by November 29, 2021, with contract execution on December 1, 2021. The contract is for the stated period with the option for NWCPUD to extend for one or more additional years with contractor concurrence, though no guaranteed funding or extension is provided. Contractors have 60 calendar days from estimate approval to complete work, with final inspection and payment occurring within specified timeframes thereafter.
The RFP allocates approximately $200,000 in combined measure costs, with an anticipated split of approximately half for site-built single-family homes and half for mobile/manufactured single-family homes. Funding is provided by Bonneville Power Administration (BPA) Energy Efficiency Incentive Credits and NWCPUD Energy Management Department budget funds. All bid pricing must include three component costs: material cost, all other costs, and total measure price; measures with no materials require a single price. Bidders must provide separate pricing for attic insulation ($30,000 allotted), floor insulation ($25,000), exterior wall insulation ($15,000), windows ($60,000), patio sliders ($20,000), exterior swinging doors ($25,000), PTCS-certified duct sealing ($12,000), and repairs ($15,000), with allotments subject to redistribution during the contract period. No set-asides are identified in the RFP. Contractors must maintain Oregon State Construction Contractors Board registration with lead-based paint renovation licensure, possess current PTCS certification if performing duct sealing, maintain comprehensive general liability insurance with $1,000,000 combined single limits, and provide a minimum $30,000 performance and payment bond. All work is subject to Oregon State prevailing wage requirements. Payment is made within 30 days of receipt of all required paperwork including inspection documentation, detailed invoices, and PTCS registry submissions, with 10 percent retainage withheld until inspection is passed.

REQUEST FOR PROPOSALS
Northern Wasco County People’s Utility District (NWCPUD)
Energy Management Department
2021‐2022
Income Qualified Energy Efficiency Upgrade Program (IQEEUP)
SUMMARY
NWCPUD requires the contractual services of one or more qualified home performance contractors to weatherize a total of no more than $200,000.00 worth of combined measures in
NWCPUD service territory from December 1, 2021, through September 30, 2022. All workers installing energy efficiency measures must be paid wages governed by Oregon State prevailing wage reporting requirements.
All measure prices must be reported with three component costs: a) the material cost, and b) all other costs, and c) totaling the measure price. For measures with no materials involved, a single price is acceptable.
I. Overview A. Issuing Agency ‐ This Request for Proposals (RFP) is issued by Northern Wasco
County People’s Utility District’s Energy Management Department
(Hereinafter referred to as “NWCPUD”).
B. Purpose ‐ The purpose of this RFP is to select full‐service weatherization contractors that will provide weatherization and repair services to site‐built and mobile/manufactured homes to meet the goals of the NWCPUD Income Qualified
Energy Efficiency Upgrade Program (hereinafter referred to as “IQEEUP”). The goals are to:
• Reduce energy consumption due to structural heat loss by installing weatherization measures and related repairs which improve the thermal efficiency of the dwelling unit; and
• Provide educational services to the household’s members which allow them the opportunity to better understand and control their energy use.
3 | P a g e Income Qualified Energy Efficiency Upgrade Program (IQEEUP)
The contractors selected will assist the NWCPUD IQEEUP in providing weatherization services to site‐built single‐family dwellings, site‐built multi‐family dwellings, and manufactured (mobile) homes located throughout NWCPUD’s
Service Territory (The Dalles, Dufur, Tygh Valley and Wamic) with an estimated contracted combined measure expense of $200,000. The services are primarily funded by the Bonneville Power Administration (BPA) Energy Efficiency Incentive
Credits and NWCPUD’s Energy Management Department budget funds.
These weatherization services shall support the mission of NWCPUD, which is:
• To provide reliable, competitively priced energy, and related services that benefit our customers, in the tradition of public power.
The NWCPUD does this by:
• Empowering income qualified persons to develop their personal capacity for energy efficiency knowledge and behavioral changes to support the knowledge gained;
• Upgrade existing homes of qualified participants with energy efficiency measures deemed appropriate by the IQEEUP for Homeowners, improving safety, increasing comfort, and reducing kWh usage;
• Educating the community to change public attitudes and perceptions about poverty in order to create more public support for energy efficiency upgrade programs.
C. Availability of Funds ‐ Contracts entered into as a result of this RFP will be negotiated with the successful proposer(s). The total amount of funding available for contracted combined measure cost shall not exceed $200,000 during the funding period which begins December 1, 2021 and ends September 30, 2022.
The NWCPUD anticipates approximately half of the funding available will be used on site‐built, single‐family homes and the other half will be used on mobile/manufactured single‐family homes. NWCPUD reserves the right to extend the contract for one or more additional years with the concurrence of the contractor or contractors. There is no guarantee of continued funding or contract extension.
4 | P a g e Income Qualified Energy Efficiency Upgrade Program (IQEEUP)
Weatherization and repair funds are provided by BPA and NWCPUD. The funds are administered by NWCPUD Energy Management.
Regardless of the cost of the work, total payments made to Vendor shall not exceed the funding amount, unless amended by change order. Further, Vendor shall not be entitled to any additional compensation for repairs performed as a result of failed inspection, Vendor’s negligence, or defects in the work.
The funding described in this section is only an estimate. Actions currently under consideration both locally and nationally may dramatically affect the amount of funding available. Successful Proposers are not guaranteed any specified level of funding.

II. Scope of Work to be Performed
A. Scope of Work ‐ It is understood that the below measures will be installed in residential, single‐family (SF) & multi‐family (MF), site‐built (SB) & mobile/manufactured homes (MH) throughout our service territory and assigned to Contractor through the IQEEUP for Weatherization.
Current IQEEUP measures provided to our customers include:
1. New or Additional Insulation (Attic, Floor, and/or Wall)
2. PTCS Duct Sealing
3. Window and/or Patio Door Replacement
4. Exterior Swinging Door Replacement
5 | P a g e Income Qualified Energy Efficiency Upgrade Program (IQEEUP)
5. Repairs to existing structure/systems to ensure lifetime of installed measure (replacing rotten window frames, sealing minor water leaks in roof above attic insulation, rebuilding or replacing landing and stairs to emergency exit of MH, etc.)
In addition to the items listed, contractors will be required to arrange for specialists, such as plumbers and electricians, to perform specialty tasks. Contractors are expected to provide knob and tube inspections by licensed electricians when appropriate.
In some homes, ductwork air infiltration reduction may include the techniques of pressure diagnostics (PTCS Standards). Contractors will use mastic and other materials to seal supply and return ducts and boots in all homes where forced air heating systems are present and air leakage reductions in the air handling system are possible.
All attic cavity and floor insulation work in site‐built homes shall include the sealing of all penetrations (prescriptive air‐sealing).
Mobile (manufactured) home weatherization requires the ability to insulate roof cavities by cutting through the exterior shell and sealing the resulting holes per specifications. Roof cavity fills installed through holes drilled from the interior are an exception and are only allowed under a waiver requested and approved in advance by the owner, the occupant, and the
Weatherization Program. All attic cavity and floor insulation work in mobile homes shall include the sealing of all penetrations.
Customer service is a priority of the program. Contractors are expected to always maintain positive customer relationships. All contractors must ensure that the contractor’s employees, subcontractors, and subcontractor’s employees shall treat each customer with dignity and respect. Recognizing that customers may not be knowledgeable about weatherization and repair work, the contractor will be asked to ensure customers are knowledgeable about the work that will be or has been done to their home. Contractors will educate customers in how the proper use and care of the products and materials installed can help them save energy and money, the ways in which customers can maintain and extend the life of any installed products and educate customers in the use and care of any customer adjustable products.
B. Work Requirements ‐ Except in instances where State or local codes take precedence, all weatherization work is governed under the following publications and documents:

On a regular and on‐going basis, the NWCPUD shall review contractors’ performance in meeting customer service, safety, and work completion goals.
Performance that is less than satisfactory may result in fewer jobs being issued to a contractor and/or a contractor being placed on probation. Continued unsatisfactory performance during any probationary period may lead to the cancellation of a contract.
Contractor has 60 calendar days after receipt of the Preliminary Notice to Proceed to complete the work. If the Contractor, due to lack of capacity, is unable to meet the schedule, the Contractor may return the work via letter within 10 days of receipt. The job(s) may be awarded to another contractor. NWCPUD reserves the right to reissue any returned job to the original contractor. NWCPUD normally assigns work, when possible, as a complete job.
