2. If after reviewing these documents, you desire to participate in the Sources Sought Synopsis, you should provide documentation that supports your company’s capability in meeting the DoD requirement for the repair of NVDTE and upgrade of the legacy 126A testers. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. 3. Both large and small businesses are encouraged to participate in this Sources Sought Synopsis. Joint ventures or teaming arrangements are encouraged. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.

SOURCES SOUGHT:
The anticipated North American Industry Classification System Code (NAICS) for this requirement is 334516 (Upgrade) Legacy 126A Testers (Repair). This Sources Sought Synopsis is requesting responses to the following criteria from businesses that can provide the required services under the NAICS Code.
CONTRACT/PROGRAM BACKGROUND:
Contract Number: FA8519-11-D-0006 (Repair)
FA8532-14-D-0002 (Production)
Incumbent: Hoffman Engineering LLC 8 Riverbend Drive P.O. Box 4430 Stamford, CT 06907-0430
Method of previous acquisition: Sole Source
PROGRAM DESCRIPTION:
The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements for the repair of NVDTE and upgrade of legacy 126A testers (see Table 1).
Technical data will not be provided by the government. The ANV-126A and ANV-20/20 are AMC/AMSC coded as 3/Z, which means the testers are commercial off-the-shelf items. The ANV126-085 and NVG-102B are AMC/AMSC coded as 3/R, which means that the data or rights needed to service these assets from additional sources are not owned by the Government. It has been determined that it is uneconomical to purchase the data; the Government does not have detailed drawings for these assets due to the fact that Hoffman Engineering has proprietary rights, and it is uneconomical to acquire it by purchase or to reverse engineer the assets. Hoffman developed these items utilizing their own resources and did this in support of the United States Air Force Night Vision Goggle Program.
This effort seeks to sustain equipment integrity and maintain mission capability as related to NVDTE. The Contractor shall, in response to Government issued task orders, furnish appropriate personnel, equipment, materials, and lab facilities necessary to perform any or all of the following:
calibration; testing; inspection; field and depot assembly/disassembly and repair/overhaul support;
installation and check-out; and packaging and transportation/shipment of hardware.
There are no samples available for potential suppliers to evaluate. If necessary, potential contractors shall furnish all material, support equipment, tools, test equipment, and services needed to fill this order. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts and meet counterfeit prevention plan guidelines as outlined in Data Item Description (DID)
DI-MISC-81832.
Our repair, upgrade, and services strategy is for a five year contract (basic plus four, one year options). This contract will continue through FY28. The projected MIN/MAX quantities are listed in table below for both the repair NVDTE and upgrade legacy 126A tester program, over a five year period:
