1.0 Description of Services

1.1 Objective: The purpose of this PWS is for the contractor to provide support, expertise, capabilities, engineering and technical services to support the repair or upgrade of NVDTE. This document incorporates the contractor and government requirements for the NVDTE contract services program. Task shall include program planning, laboratory testing, support equipment, and life cycle planning. The scope of this acquisition is to provide a contract vehicle for repair of NVDTE testers and upgrade of legacy ANV-126A Tester in order to support user requirements for the assets in Table 1.

1.2 Benefit to the United States Air Force (USAF): The benefit to the USAF is that serviceable

NVDTE will be returned to the Air Force supply system and the warfighter through repair or upgrade while enabling maintenance and inspection of Night Vision Device (NVD).

Additionally, all reports shall be stored for a minimum of 3 years at the contractor's facility or until deemed no longer required by AFLCMC/WNUS.

1.3 Equipment Background: The NVDTE system include those assets listed in Table 1.

Table 1. NVDTE

1.3.1 ANV-126A NVD Test Set: The ANV-126A Test Set (6625-01-374-9681CX) is designed to provide a convenient and reliable means to check NVD performance, including:

power drain, image defects, image quality, image distortion, gain, binocular gain comparison, resolution in lighting condition extremes, focus, eyepiece luminance, binocular collimation, and battery voltage under load. ANV-126A Test Set is packaged to MIL-T-28800E as a Type II, Class 3, Style C, portable electronic test set intended for fixed and portable operation. The Test Set is designed to operate using a wide range of AC supply voltages and frequencies, as well as using standard, commercially available D-size alkaline batteries for portable applications where an appropriate AC power source is not available. The universal input power supply automatically adjusts to allow operation with AC supply power ranging from 90 to 260 VAC at 50 to 400 Hz.

This contract vehicle purpose is to upgrade to ANV-126A-001 digital test set (6625-01-498-

The ANV-126A offers enhanced resolution levels and increased field of view (a full 40 degrees) from the previous ANV-126 model. The updated system electronics utilize a microprocessor to replace many of the analog components in the ANV-126. Menus guide the user through test sequences and provide preset test levels, in addition to allowing for manual settings. Input test levels for gain are preset with user-adjustable values, and ratios are arrived at automatically. This contract effort will repair all ANV-126A-001 digital NVD test set.

1.3.3 ANV-20/20 NVD Infinity Focus System: The ANV-20/20 (6625-01-431-8615CX) is a compact, portable system designed to provide the NVD user with an accurate means of performing infinity focus and mechanical alignment. The system presents a resolution pattern at correct infinity focus to both NVD channels at once. This allows proper adjustment of all goggle parameters to be done quickly. The resolution pattern is directly correlated to the Snellen Eye Chart, providing a visual range of 20/20 to 20/70. The ANV-20/20 also incorporates an eight step gray scale for evaluating the dynamic range of an NVD. Each step doubles in density as you progress from 1 (Clear) to 8 (Opaque). This scale covers a range of 2½ decades and checks the ability of the NVD to perform under a variety of light levels.

1.3.4 ANV-126-085 Test Kit Calibration Set: The ANV-126-085 (6625-01-394-7760CX) calibration set is designed to calibrate the, ANV-126A-001, and ANV-20/20 in the field. These systems all require an annual calibration for operation. By using the ANV-126-085, you will be able to calibrate your equipment in the field with only the need to send the ANV-126-085 calibration kit back once a year for service. The advantages of using this equipment include time saved during shipment of equipment back and forth for calibration, reduce change of damage to equipment during shipment, easier maintenance of equipment in overseas locations, and long term saving through a reduction in calibration costs. The equipment is simple to use and comes with a step-by-step manual.
