# Questions Answers
Is this a follow-on requirement? ? If so, could you please provide the incumbent contract number for this opportunity?
If not, is this a new requirement?
Yes, this is a follow-on requirement. The current services are being provided under contract number NTSB-10-D-0001.
In Attachment 1, several references are made to submitting Section A along with other sections (for example on page 26, paragraph 3, “offerors must submit completed solicitation Sections A and J with their pricing proposals.”). Where do I find Section A of the RFP?
Attachment 1 begins with Section B and runs through M.
There is no Section A. Offerors shall complete required tables in Sections B-J.
Sections L-M details instructions to offerors and evaluation factors. Offerors shall also complete applicable areas in Attachment 2, Clauses and Provisions, and submit with the proposal.
Since requests for image quality improvement may involve much more than adjusting parameters within a given system’s capabilities how will issues such as feasibility, project scope and schedule be addressed and resolved under the task order process?
The offerors should propose image quality improvement areas that they feel would be feasible for their specific system. The areas may be simple or complex, but should be something the offeror expects would result in measureable image quality improvement.
What right of refusal will a contractor have available to them under Task Area 4?
The scope of any work conducted under task area 4 will be agreed to by both the offeror and the government prior to the task being assigned. If both parties are not in agreement, then the task will not be assigned.
Software development can be very open-ended and subject to scope creep. What criteria will be used to determine satisfactory completion of an IQEP task order?
Prior to assignment of the task, but the offeror and the government will agree on success metrics for the areas to be accomplished. These metrics can take the form of final result metrics along with interim metrics, if required.
Regarding Attachment 1, L-5 Part III – Price, page 26, paragraph 2 . . .
"offerors shall include a list of labor categories, function of each labor category, fixed rates for each labor category, and number of labor hours estimated for each category projected to complete Task Area 4
These labor hours will be estimated based on the offeror's suggested tasks.
Since the offeror is suggesting what work will be feasible and beneficial, it is reasonable that they also provide an idea of what effort will be required.

Image quality enhancement may involve a wide range of labor categories from image scientists, software developers and engineering staff. While many companies have employees with impressive resumes and skill sets these resources are assigned tasks on an annual basis that are pertinent to the contractor’s core business. Can the NTSB provide further insight into how an offeror (in this proposal process) should address the highlighted item in the RFP? The way I interpret the request, we are being asked to hypothetically estimate a schedule for projects that are not yet defined. Is that a correct assumption?
Yes, the NTSB is requesting Offerors to provide a best estimate for NTSB planning purposes. After the contract has been awarded, the NTSB and the offeror will then negotiate the exact tasking and funding to be provided for task area 4. Once the requirement has been defined, more accurate estimates may be provided. The final requirements for the Image Quality Improvement Program will be defined on the Task Order level after award.
