This solicitation will result in the award of one firm fixed-price Requirements-type contract for one 12-month base year and up to four 12-month option years for a total period of performance of up to five (5) years.
NOTICE AND INSTRUCTIONS TO OFFERORS
Offerors are required to meet all the requirements of the RFP, including but not limited to instructions, conditions/notices, and requirements in the SOW. Offerors must above all, show that, if selected for award, they will be able to provide high quality brand name or equal Eagle Creek Switchback Max 25 luggage in accordance with the SOW. Proposals should address each factor as described below. Proposals that fail to address the essential requirements of this RFP or are unrealistic in terms of technical content, schedule commitment, or price will be deemed to have an inherent lack of technical competence or indicative of a failure to comprehend the requirements, or the complexity and risks associated with the requirements. Stating that the supply meets the requirements of the solicitation is not sufficient. The Government may reject any proposal that is so lacking in competence or in understanding the requirements that without a major reformation of the proposal it is not adequate for evaluation purposes. Alternate/conditional proposals may result in a proposal being rejected as non-responsive. The Government reserves the right to award without discussions. Offerors are cautioned that they must submit a best offer with the initial proposal.
In responding to this RFP, Offerors shall submit one (1) proposal addressing the following factors:
1. Factor I – Technical Approach
2. Factor II – Price
FACTOR 1 – TECHNICAL APPROACH
This section describes the Offeror’s overall understanding of the requirements. An Offeror’s technical approach describes the degree to which the Offeror’s technical capability satisfies all the requirements in the SOW and demonstrates that the Offeror has a clear understanding and knowledge of the SOW requirements and how to achieve them in a logical, feasible, and technically effective manner.
Offerors must submit the specifications for the proposed brand name or equal Eagle Creek Switchback Max 25 luggage, including the manufacturer’s warranty in a color of black, with their proposal. An Offeror that is proposing an equal to the Eagle Creek Switchback Max 25 luggage, must at a minimum provide documentation that demonstrates that the proposed luggage is equal to the specifications and manufacturer’s warranty of the Eagle Creek Switchback Max 25 luggage in a color of black.
After the evaluation of proposals, the NTSB reserves the right to request an Offeror to submit and deliver one of their proposed luggage to the NTSB to confirm that the proposed luggage is brand name or equal to the Eagle Creek Switchback Max 25 luggage, including the manufacturer’s warranty in a color of black. This luggage will be returned to the Offeror by the NTSB after evaluation.
FACTOR II – PRICE
The Offeror shall submit the firm fixed-price to provide the supplies as specified in the SOW, including all delivery/shipping costs during the base year and each of the four option years of the contract. The delivery point is F.O.B. destination.
For evaluation purposes, the Offeror shall provide the firm fixed-price for an estimated quantity of 20 brand name or equal Eagle Creek Switchback Max 25 luggage, including the manufacturer’s warranty in a color of black in the six (6) tables in the Supplies and Prices Section of the RFP.
For evaluation purposes, prices will be evaluated by adding together the base year price all option year prices in the six (6) tables in the Supplies and Prices section of the RFP. All prices will be evaluated but not scored.
Price proposals will be evaluated to determine the reasonableness of an Offeror’s proposal. Evaluation may include analysis to determine an Offeror’s comprehension of the solicitation requirements, as well as, the validity of an Offeror’s approach. A price that is found to be unreasonably high or unrealistically low in relation to the proposed instrument may result in the proposal receiving a lower rating or an Offeror’s proposal may be rejected if the pricing poses an unacceptable risk to the Government.
EXPENSES RELATED TO OFFEROR SUBMISSIONS
This solicitation neither commits the Government to pay any cost incurred in the submission of the offer nor to contract for supplies or services. Any costs incurred in anticipation of a contract shall be at the Offeror’s own risk.

The maximum size of an email, including attachments, which the NTSB email server can accept is 5 megabytes (MB). Therefore, the Offeror may choose to send their proposal in separate emails, if the combined file size of any email received by the NTSB email server will exceed 5MB. It is the Offeror's responsibility to ensure that the designated point of contact has received your proposal at the email address of the contact specified above by the proposal due date.

EVALUATION FACTORS FOR AWARD
EVALUATION OF PROPOSALS
The Government may award one (1) firm fixed-price Requirements type contract to the responsible Offeror whose proposal that conforms to the RFP, will be most advantageous to the Government, price and other price factors considered, such that it provides the best value to the Government. Best value is defined as the procurement process that results in the most advantageous acquisition decision for the Government that is performed through an integrated assessment and trade-off analysis between price and non-price factors.
The Government reserves the right to reject any or all proposals if such action is in the public interest. Under a best value procurement, the NTSB may reasonably determine that the superior solution/approach merits a higher price and, therefore, represents the best value to the Government or the NTSB may reasonably determine that the Offeror with other than the highest rating in non-price factors is the best value. The Government may waive informalities and minor irregularities in proposals. The Government reserves the right to award without discussions. Offerors are cautioned that they must submit a best offer with the initial proposal.
EVALUATION FACTORS
The following factors and sub-factors will be evaluated by the Government:
FACTORS
TITLE
I
Technical Approach
II
Price
The Government will evaluate Factor I based on the Offeror’s overall understanding of the requirements. Offerors are cautioned that proposals that receive an unacceptable in Factor I may be deemed ineligible for award.
Factor I is significantly more important than the Factor II. However, as proposals become more equal in technical approach, price becomes more important.
Factor II, Price, will be evaluated but not scored. Prices will be evaluated by adding together the base year price all option year prices in the six (6) tables in the Supplies and Prices section of the RFP. Evaluation of options shall not obligate the Government to exercise the option(s).
The pricing for the brand name or equal Eagle Creek Switchback Max 25 luggage will be evaluated to determine whether the proposed pricing is realistic for the supply being purchased; reflect a clear understanding of the requirements, and are consistent with the approach described in the Offeror’s technical approach. As part of its price evaluation, the Government specifically reserves the right to evaluate the risk associated with any pricing schemes.
Price will be evaluated to determine the reasonableness of an Offeror’s proposal.
