About this file
This is a Notice to Contractors from the State of Connecticut Department of Transportation addressing enhanced bidding workflow changes for the Bid Express (Bidx) platform. Effective May 6, 2026, for projects advertised on April 8, 2026, Connecticut will transition to a new browser-based bidding system that eliminates the need for installed software, allowing bidders to submit proposals from any modern computer, including Macs. Projects advertised prior to April 8, 2026, but with letting dates postponed beyond April 29, 2026, will be required to use the new enhanced format. The notice emphasizes the modernization of the bidding process and improved user experience through familiar forms with enhanced efficiency and accessibility.
To facilitate the transition, existing Digital ID holders will be prompted to import their Infotech Digital ID into their browser, and a security key will be automatically created upon first proposal submission as a backup credential. The new system features an intuitive "Check Bid" function to guide bidders to errors for quick correction. Support resources are available through the Bid Express Knowledge Center and Contractor Toolkit, with technical assistance available Monday through Friday, 7:00 a.m. to 8:00 p.m. Eastern time, via phone at (888) 352-2439 option #1 or email at customer.support@bidx.com. For questions regarding bidding and award procedures, contractors should contact Philip Melchionne at DOTContracts@ct.gov.
