About this file
This is a Notice to Contractors issued by the Connecticut Department of Transportation's Division of Contracts Administration on March 27, 2026, announcing enhanced bidding workflow changes for the Bid Express (Bidx.com) platform. The notice details system upgrades that will take effect for projects advertised on April 8, 2026, with a letting date of May 6, 2026. Any projects advertised prior to April 8, 2026, but postponed beyond April 29, 2026, will also be required to use the new bidding format. The enhanced bidding workflows introduce browser-based bid submission, eliminating the need for installed software and enabling bidding from any modern computer, including Macs. The new platform features familiar bid forms with improved efficiency and accessibility, an intuitive "Check Bid" error-checking feature that guides users to correct errors quickly, and a sample browser-based bid form for contractor reference.
Bidders must prepare for implementation by understanding updated security requirements, including importing existing Infotech Digital IDs into their browsers and creating a security key upon first proposal submission in the new system, which serves as a backup to the Digital ID. Infotech has prepared contractor guides and resources available through Bidx.com's Contractor Information section and the Bid Submission in Bidx.com Contractor Toolkit on the Bid Express Knowledge Center. Support services are available Monday through Friday, 7:00 a.m. to 8:00 p.m. Eastern time, via phone at (888) 352-2439, option #1, or email at customer.support@bidx.com. Questions regarding bidding and award procedures should be directed to Philip Melchionne at DOTContracts@ct.gov.
