About this file

Summary

This is a Bidder's Checklist document provided by the Connecticut Department of Transportation (CTDOT) for the District 2 Traffic Signal Safety Improvements project across various towns and cities in Connecticut. The checklist serves as a guide for completing and submitting required bid documents but does not constitute a comprehensive list of all submission requirements. Bidders must acknowledge all official Contract Addenda available on the DAS State Contracting Portal (CTsource Bid Board), review Pre-Bid CTDOT Q&A materials, and submit a completed Bid Proposal Request Form (Part C) for review and approval prior to bidding. The bid opening is scheduled for September 30, 2026. A standard bid bond (either project-specific or annual) must be submitted and confirmed as received by CTDOT prior to bid opening, with the bond amount set at thirty percent of the bid amount. Disadvantaged Business Enterprises (DBE) or Small Business Enterprises (SBE) documentation is required and must be submitted within five calendar days after bid opening.

All bidders must submit a Non-Collusion Statement, OPM Form 1 (Campaign Contribution Certification), and comply with Department of Motor Vehicles Motor Carrier Review requirements for state contract awards. For Federal Transit Administration (FTA)-funded projects, additional submissions include Buy America Certificates for steel, iron, and rolling stock, and Certification Regarding Lobbying. The Department requires confirmation that bidders have obtained and reviewed all contract specifications, special provisions, plans, supplemental specifications, addenda, notice to contractors, the bid invitation, and the Construction Contract Bidding and Award Manual. All required forms, including standard bid bond forms and DBE Good Faith Effort (GFE) application and Commitment Approval Request forms, are available on the CTDOT website. Bids must be submitted to dotbid@ct.gov, and bidders are responsible for confirming receipt of all required submissions, particularly bid bonds, to ensure compliance with project requirements.
