About this file
This addendum document issued by Centurion Planning and Design on June 4, 2026, provides critical modifications to the sealed bid construction contract for Haskell Municipal Airport's pavement rehabilitation project administered by the Texas Department of Transportation (TxDOT) Aviation Division. The project scope includes demolition of existing pavements, runway rehabilitation with new asphalt placement, crack sealing and surface treatment for taxiway and apron areas, and pavement markings for all rehabilitated areas. Key work items include removal of asphalt pavement, proof rolling, flexible pavement structure repair at 6 inches depth, prime coat application, asphalt surface course placement, joint sealant application, thermoplastic coal tar emulsion surface treatment, and reflective and non-reflective pavement markings in various colors. The addendum consolidates responses to contractor questions submitted during the advertisement period, incorporates modifications based on the pre-bid meeting held on May 27, 2026, and includes revised plan sheets addressing clarifications regarding pavement depth specifications, base work requirements, and joint sealant quantities. Sealed bids are due by 2:00 PM on June 11, 2026, and will be publicly opened and read immediately thereafter at the TxDOT Aviation Division office in Austin, Texas. The contract duration is 75 calendar days under the base bid with liquidated damages of $1,000 per calendar day.
The project is state-funded with an engineers' estimate of probable cost of $1,058,811.00 for the base bid. Bidders must submit sealed bids on the TxDOT-formatted bid form with all certifications, including a bid bond equivalent to two percent of the total bid price, bidder qualifications, and an addendum acknowledgement. All bid documents must be signed with ink or digital signature. A mandatory Historically Underutilized Business (HUB) Subcontracting Plan is required despite a 0% HUB goal, and successful bidders must provide performance and payment bonds in the full contract amount. The prime contractor is required to perform 30% of the work, and Buy American compliance is mandatory. The contractor bears responsibility for establishing a quality control plan with required testing laboratory support, while the engineer manages quality assurance. Safety requirements include continuous monitoring of CTAF frequency 122.9 MHz during airfield operations, mandatory flagging and identification of all construction vehicles, and runway closures limited to areas where construction occurs within 60 feet of the runway centerline. Contract documents must be electronically submitted through the eGrants system, including pay requests, change orders, certified payroll, and DBE/HUB reports.

Questions
Q1: Per Sheet C-001, the Summary of Quantities has TxDOT item 351 “Flexible Pavement Structure
Repair” listed with a depth of 2”, but sheet C-009 detail 04 shows full depth repair to be 6”.
Is the repair to be 2” or 6”?
A1: Bid form and Plan Sheet C-001 have been revised for a depth of 6”. Please see revised bid form and sheet.
Q2: Per Sheet C-010 detail 01, the cross section shows “Reworked Existing Base (3”-4”)”. Is this to be the entire length of runway, and if so there is currently no pay item for 3”-4” of base work
A2: Reworking of base is only to occur in areas where repair is needed after proof rolling, Plan
Sheet C-010 detail 01 has been revised accordingly. Please see revised sheet.
Q3: Per Sheet C-006, Demolition Note 6 states that “Removal of structures found in an excavation area shall be considered unclassified excavation and shall be paid for with the corresponding unit price as noted in FAA Item P-152.” Can you confirm whether there are any known existing structures within the excavation limits that bidders should account for, or is this note intended as a general provision?
A3: The note is intended as a general provision, and no known existing structures are to be impacted.
Q4: Per Sheet C-001, the Summary of Quantities shows 1,114 LF for item P-605. Will you please verify that the quantity is correct?
A4: The quantity shown on C-001 is the correct estimated amount of joint sealant.
