About this file

This document contains questions and answers regarding a Broad Agency Announcement from the National Science Foundation for the National Center for Science and Engineering Statistics. Key details include that the NSF seeks to contract an organization to conduct an investigation of strategies for studying sexual harassment and discrimination in STEM fields, including pooling findings and themes from the existing literature. While a quantitative meta-analysis is not required, effect sizes may be of interest. The focus should be on individuals residing in the United States. Development of data collection instruments is beyond the scope of the project. The NSF possesses relevant bibliometric data that does not need to be acquired. The contractor may experiment with split questionnaire design and use of incentives for a potential longitudinal study. Commercial software solutions are preferred for simulations. The contractor should propose their approach to accomplishing the work, which may involve access to administrative records held by the NSF. Questions regarding this announcement are due to the contracting officer by March 20, 2020 at 4:00 pm eastern time.

Text version

Q: There is mention of a meta-analysis on page 6. Is NSF interested in a meta-analysis in which phenomena are quantified? More specifically, does NSF seek effect sizes for phenomena studied in the sexual harassment in STEM literature?

A: The reference to a meta-analysis does not necessarily require a quantitative analysis. Pooling across themes and findings in the literature is the primary aim.

Q: In developing a strategy for studying sexual harassment and discrimination, is NSF interested solely in individuals residing in the United States?

A: Yes.

Q: In developing a strategy for studying sexual harassment and discrimination, should the contracted organization plan to develop survey content for use in assessing sexual harassment and discrimination?

A: Development of a questionnaire or other data collection instruments is beyond the scope of the project request.

Q: Can the NSF please specify the means of collecting/format of the bibliometric data?

A: The data are already in NSF’s possession and do not need to be acquired or merged by the contracted institution.

Q: Can the NSF confirm an interest in applying a split Questionnaire Design (SQD) methodology to the longitudinal study?

A: The project is investigative. If successful, NSF has an interest in applying the technique.

Q: Could NSF please clarify if incentives are an option for the longitudinal study?

A: Yes.

Q: Does NSF have an idea of how many “modules” or survey sections will be randomized for allocation to respondents in a Split Questionnaire Design (SQD)?

A: The contracting institution will experiment with this.

Q: In section 2.B. NSF notes that CNSTAT recommends reducing respondent burden, in part, through integration with administrative records. Are these administrative records that NSF possesses regarding the focal populations? If so, can the NSF please outline the kind of administrative data it possesses that a contractor can access for this effort?

A: Investigation of promising administrative records outside of NCSES’s internal data is part of the potentially the contracted task.

Q: Does NSF have restrictions on the kinds of software and syntax/scripts that can be used to implement the simulations in support of Project B?

A: Commercial solutions are preferred.

Q: Will the contractor be required to conduct the work, for example related to the simulations in Project B, on-site at NSF? If not, are there specific data security requirements associated with the NSF data the contactor must meet to conduct the simulation at their home offices?

A: Interested parties should propose their approach to accomplishing the work.
