About this file
This document contains questions and answers regarding a National Science Foundation Broad Agency Announcement for a National Center for Science and Engineering Statistics. The BAA seeks multiple project concept papers for each of four research priority areas, with no cap on submissions per institution. Concept papers should be one to two paragraphs summarizing the project. Initial feedback may be provided prior to full concept paper submissions. Cost estimates can be provided as bottom line totals split by research partner. All contract types will be considered. Approved projects involving data collection will be treated as contracts rather than grants under the Paperwork Reduction Act. Questions are due by March 20, 2020.

Text version
Q: Will there be a cap in terms of the number of project concept papers that may be submitted from a single institution? From our initial reviews and discussions, we believe that we could develop several project concept papers tied to all four research priority areas with probably 4 to 7 submissions total.
A: There is no capon the number of concept papers an interested party may submit. However, interested parties should be mindful of the relatively small amount of funding available, approximately $2,000,000 for projects.
Q: A subsidiary question to the above is whether NCSES is expecting only one project concept paper per each of the four research priority areas, or whether NCSES is open to receiving two or more project concept papers related to some or all of the four research priority areas.
A: In total, NSF expects to review multiple concept papers for each research area from all interested parties.
Q: Would a synopsis or abstract of one or two paragraphs be enough for each project concept to get your initial feedback (i.e., before submitting the full concept papers)? That seems in keeping with the note in the procurement that “Discussions between the offeror and NSF may be required at this [initial] point in the process to develop or refine project concepts and to avoid unnecessary work efforts, by either party, on project concepts that the Government does not value, or cannot fund.” Please let us know if you have a certain format for us to follow for our initial project concept pitches.
A: Pre-concept paper submissions shall be as short as possible. A paragraph or two summarizing the project should be submitted in writing to the technical point of contact. This step is not necessary in order for a concept paper to be reviewed.
Q: The BAA document provided in the beta.sam link starts with page 10 and subsequent page numbers are off sequence. Is there a first part and/or later parts missing from the posted document?
A: This has been corrected.
Please clarify what NSF would like to see in terms of cost estimates during the project concept paper submission phase. Please confirm that it will be sufficient to provide a bottom line number for the project in total split by research partner(s) for each project concept paper.
A: Confirmed.
Q: As we develop ballpark estimates with our Project Concept Papers, please let us know what type of contract vehicle NSF will request in the proposal phase. Will it be PSS, fixed-price, CPFF, or something else?
A: NSF will consider all contract types.
Q: If projects are approved and include data collection, would they be treated like a contract or a grant with regard to the need for OMB review and approval?
A: For Paperwork Reduction Act purposes, these projects will be treated as contracts. Please note that no grants will be issued as a result of this BAA.
