Statement of Work (SOW)

NRMJ2000-18-00479

1. Background and Purpose The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Earth System Research Laboratory’s (ESRL), Physical Science Division (PSD) had to move equipment from the recently decommissioned Boulder Atmospheric Observatory (BAO) Field site, Erie, CO to an area below the Mesa at the DOC Table Mountain Site, Longmont, CO. The equipment site at the Table Mountain location is without power. The local utility company for the site is Poudre Valley Rural Electric Association (PVREA). An award, RA133R17SE0061, to install electrical power (power pole, transformer and meter on the power pole) to the location was made to PVREA and the current anticipated completion date is March 9, 2018.

The purpose of this work is to distribute electrical power from PVREA’s pole to multiple locations in the area where PSD’s equipment is located.

2. Scope and Objectives The objective of this SOW is for distribution of electrical power from PVREA’s pole to PSD’s equipment as detailed in Section 3, Task Specifications, and Attachment A, site drawing.

The contractor shall provide all equipment, materials and labor for the successful completion of work under this contract, as outlined in this SOW.

3. Task Specifications:

Electrical Distribution at the DOC Table Mountain Site with following specifications: See Attachment A for site drawing

· Must be 120/240 VAC single phase power

· Run power lines from PVREA Pole to electrical panels and make all connections.

· All Power lines shall be buried (trenching will be necessary)

· Five (5) electrical panels installed. Listed as A – E on site drawing. All must have:

· 120/240 volt AC,

· 200 amp service with NEMA 3R (or better) load center, 20 spaces minimum

· Qty 2: NEMA, 3R or better, 30 amp 2 pole non-fused disconnects with neutral and ground bus bar. Eaton DG221URB or equivalent

· Qty 1: 60 amp 2 pole non-fused disconnect with neutral and ground bus bar. Eaton DG222URB or equivalent.

· Qty 4: NEMA 3R (or better), 15 amp duplex, 120 volt AC GFCI circuits.

· Additional requirements for Panels A and C (see drawing)

· Panel A. Additional 2 pole 30 amp breaker in load center.

· Panel C. Additional 2 pole 60 amp breaker in load center.

4. Description of Work:

Work to be performed under contract includes but is not limited to planning, mobilization, execution and cleanup (disposal). It is the responsibility of the contractor to comply with all applicable Local, State, and Federal Laws governing the Health & Safety of its employees including all regulations under the Occupational Safety & Health Act (OSHA). Such compliance shall include but is not limited to ensuring that all employees are properly trained for the work to be performed and have been supplied with all necessary protective and safety equipment. Electrical work must be done by a Colorado State Licensed Electrician, to be provided with quote.

5. Location of Work Table Mountain Legal Address: 8600 N. 39th Street, Longmont, CO 80503-9050. West gate of property.

Work Area: Close to intersection of 51st and Nelson Roads, Longmont, CO.

6. Period of Performance:

Estimate of work to be complete no later than April 30, 2018. Please include in your proposal a projected timeline.

FAR 52.236-27 Site Visit (Construction) (FEB 1995)

(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.

(b) An organized site visit has been scheduled for March 2, 2018 at 11am MST.

(c) Participants will meet at the site location listed above.

(End of provision) Vendors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

7. Additional Information:

Contractor employees performing services under this contract shall be controlled, directed and supervised at all times by management personnel of the contractor. Contractor employees shall perform independent of and without the supervision of any Government official. Actions of contractor employees may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulations. The Government Onsite Contact will perform the inspection and acceptance of the completed work.

The Government does not provide insurance to the Contractor and, under most circumstances, is not liable for injuries suffered by the Contractor during the performance of duties.

The Davis-Bacon Act applies to this job and is the contractor’s responsibility to comply. (Boulder County, CO)

FEDERAL HOLIDAYS:

Contractor agrees to observe all Federal Holidays, and any other day off work designated by Federal Statute, Executive Order, or Presidential Proclamation:

New Year’s Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving, Christmas,
Memorial Day, Presidents Day, Independence Day & Martin Luther King Day.

When any holiday falls on a Saturday, the preceding Friday is observed; when any holiday falls on a Sunday, the following Monday is observed. All personnel assigned to this contract shall limit their observation of holidays to those set forth above.
