STATEMENT OF NEED
NR-MAH000-23-00361
PURPOSE: The National Oceanic and Atmospheric Administration (NOAA) Pacific Marine Environmental Laboratory (PMEL) in Seattle, Washington, has the need for the fabrication of welded pop-up float assemblies. These assemblies will be used to support the assembly of 22 pop-up floats for the Ecosystems and Fisheries-Oceanography Coordinated Investigations (Eco/FOCI) Engineering Development Division (EDD) programs.
SCOPE OR MISSION: The pop-up floats are one of several new technologies in development by the Innovative Technology for Arctic Exploration (ITAE) program and PMEL EDD program.
They are compact instruments housed in low-cost and biodegradable floats, and optimized for use in the relatively shallow waters of the Arctic continental shelf. The floats are expendable and capable of providing approximately 18 months of data transmitted via Iridium short-burst-data messages; designed to be sunk with an anchor and a timed burn-wire release at sea during late summer to early fall in ice- free conditions. At a pre-programmed release date, the motor turns the release rod, dropping its steel weight discs, allowing the float to rise. The sensors will capture a single water column profile as it rises and gets trapped under the ice. In this phase the pop-up collects oceanographic data on conditions directly under Arctic sea ice during spring and early summer. Once the Arctic sea ice retreats and the float is freed the pop-up begins transmitting stored data and location until battery life is fully drained.
BACKGROUND: Pop-up floats (PUFs) are compact oceanographic instruments, designed for easy deployment. The PUFs sink to the seafloor and remain in place for a year, continuously recording bottom temperatures and other parameters. At a pre-programmed date, the float "pops up" to the surface, collecting data as it rises. Once at the surface, the float transmits all stored data via satellite back to the PMEL lab in Seattle. These instruments enable researchers to understand the cold pool extent and other oceanographic features that influence fish, shellfish, and other parts of the Bering Sea shelf ecosystem.
TECHNICAL SPECIFICATIONS:
Fabrication of welded pop-up float assembly in accordance with the drawings in Attachment A.
Quantity to be fabricated: 22
Main float body is modified from a standard 20 lb. propane cylinder top and bottom rings removed and welds dressed off, top and bottom holes cut for machined components, all fittings, handles and rolled base cylinder fully welded.
Unit to be blasted and painted with 93% zinc cold galvanized paint.
DELIVERY SCHEDULE: As soon as possible

Welded Float Assembly Vacuum Test, Galvanic Coating and Delivery Instrucions Specifications Sheet
1. Install the 1/8 NPT plug (part and location #2) into the tank.
2. Install the plastic plug in the bottom (part and location #4).
3. Install the vacuum gauge valve assembly into the SAE port (part and location #3).
4. Thoroughly clean all dirt and debris from the o-ring groove and surrounding surfaces with isopropyl alcohol.
5. Thoroughly clean the o-ring (size 256 70 shore A durometer Buna-N o-ring) with isopropyl alcohol and apply o-ring grease Dow Corning 4 or similar.
6. Thoroughly clean the surface of the aluminum plate with isopropyl alcohol and remove all debris.
7. Install the o-ring and aluminum lid (parts and location #1).
8. Connect Firm Polyurethane Tubing (1/8" ID, 1/4" OD) to vacuum pump (supplied by vendor).
9. Ensure the quarter turn valve is open and begin pulling vacuum. The aluminum lid may need to be pressed down to establish a seal.
10. Allow the pump to pull a vacuum somewhere between 12 and 15 in-hg. Close the quarter turn valve and record the final gauge reading.
11. Allow the vessel to sit for 24 hours. If the vacuum gauge reading has fallen by more than 2 in-hg over the duration, it could indicate a leak somewhere or a problem with the weld. You may try tightening the npt plug more and trying again, or there may be a pinhole in a weld somewhere.
12. Once the vessel passes the vacuum test it can move on to spray galvanize paint.
13. Ensure that all holes the o--ring surfaces are properly masked before applying paint.
14. Use Crown Cold Galvanize Coating, 93% zinc rich, premium 7007 spray paint to fully coat the welded assembly.
15. Protect the upper flange o-ring surfaces with cardboard or foam for delivery.
