RESPONSES TO QUESTIONS
FABRICATION OF WELDED POP-UP FLOAT ASSEMBLIES – QUANTITY 22
NOAA SEATTLE, WA
NOTE: This list is a compilation of all questions received pertaining to the contract opportunity listed above. The newest question(s) and response(s) are in blue text.
1. Would you be able to provide copies of the drawings for each of the components listed--Part Numbers: 000468, 000467, 000458, 001130, 000581, 000475, 000470, 000476, 000477, 000567?
RESPONSE: Please refer to posting in SAM.gov. Several drawings have been added.
2. Attachment A, Drawing 500131, part number 1. Is that laid out as a part anywhere else? As in what are the dimensions? To be clear, referring to the page for vacuum testing the units -- #1 on Attachment A, Drawing 500131, Sheet2.
RESPONSE: Overall dimensions for the welded float assembly are 12.33" Diameter and 21.05" Tall.
Item 1 on Attachment A, Drawing 500131 is part number 000468 (drawing provided previously).
3. Do you have part numbers (for McMaster or another type supplier) for part #1 and part #4 on the vac test instruction sheet? I am not finding anything in the posting that would match. Before I quote manufacturing these in house, I wanted to verify.
RESPONSE: The 1/8" NPT Plug is available on McMaster Carr 4443K721 is the part number. Part #4 is a NOAA shop-made pressure test plug (drawing provided for reference only, does not need to be provided).
4. What is the part number, description, and manufacturer of item 30 on drawing 500404? It appears the part number referenced is a drawing number associated with this package verses a part number. If so, could you please provide the drawing of the electronic assembly RESPONSE: There does not appear to be an Item 30 on drawing 500404.
There is an Item 30 on drawing sheet 500129 for the electronics assembly drawing number 500404 (Drawings 500404 and 500129 provided).
5. The statement of need says that we only need to perform the work in attachment A (welding, painting, assembly, and leak/vacuum pressure testing). We are also capable of the complete assembly shown in the Top Level Assembly File. If NOAA can provide manufacturer/supplier information about some of the components such as the electronics assembly and battery pack for us to source and/or provide the physical parts if they are custom-made by NOAA, then we could bid the complete assembly of these
22 items for NOAA. Is this possible and would this extra capability and service be of interest to NOAA?
RESPONSE: NOAA is not interested in the top level assembly. NOAA has another supplier making the steel weight discs and many of the internal parts are being made in-house.
6. For the leak/vacuum pressure test, what needs to provided as accompanying documentation to NOAA? Would a test report from Pacergy (signed and dated) be sufficient to include with each of the 22 items once they are tested?
RESPONSE: NOAA would accept a tag on each float that includes the start date and time of the vacuum test, and the vacuum pressure, then the end date and time of the pressure test and vacuum pressure. NOAA may be able to ship vacuum testing supplies to the vendor when the leak tests need to be performed.
7. On the weldment drawing, there is reference (Note 3) to a vacuum test on sheet 2 (Drawing # 500131). The print package received does not have sheet 2 included. Would you be able to send sheet 2, or the vacuum test specifications?
RESPONSE: Please review the second page of Attachment A, Drawing 500131.
8. Does NOAA have any additional requirements for this fabrication such as ITAR certifications, ISO certifications, or weld certifications---OR---Is the leak/vacuum testing sufficient as certification/reporting of the construction?
RESPONSE: A leak/vacuum test is sufficient.
9. For providing the best estimate of shipping cost, I wanted to verify that the FOB shipping address for this contract was: WESTERN ACQUISITION DIVISION 7600 SAND POINT WAY NE BLDG 1, SEATTLE, WA 98115. Is this correct?
RESPONSE: Ship to 7600 Sand Point Way NE, Bldg8 Mach Shop, Seattle, WA, 98115
10. Most zinc rich powder coatings are rated as 75% zinc. Due to supply chain constraints, we have only been able to find one product from Aervoe Corp that meets the 93% zinc rating, but it is a hand spray can version of galvanized coating 93% zinc rich. Is this acceptable for NOAA’s requirement? We wanted to clarify this with NOAA since a hand spray can would not be our traditional method for application of this coating and wanted confirmation that this would be acceptable.
RESPONSE: Paint listed on drawing is from McMaster Carr 7725T313 which is a hand spray can Galvanic coating.
