Request for Proposal (RFP) For Roof Replacement Projects

At the Atmospheric Turbulence and Diffusion Division (ATDD) Air Resources Laboratory (ARL) Research Facility Located at 456 S. Illinois Avenue, Oak Ridge, TN 37830.

Mission:

The OAR Air Resources Laboratory (ARL) Atmospheric Turbulence and Diffusion Division (ATDD) in Oak Ridge, Tennessee conducts research to advance atmospheric science and technology and provide the highest quality atmospheric, meteorological and climate products and services to NOAA, our partners, the research community, and society to protect human health and our environment.

ATDD’s research is aligned with NOAA’s objectives to build and maintain a Weather Ready Nation, enhance our nation’s abilities in Climate Adaptation and Mitigation, and promote a holistic understanding of the Earth system through research and the development of an integrated environmental modeling system.

Purpose:

The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified firms to generate design and construction documents for the replacement of several roofs and develop the documentation for potential site improvement necessary to allow for proper drainage of these roofs to controllable areas.

The ATDD Complex consists of three (3) buildings: the Main Building, which includes an Electronics Shop addition, the Wind Tunnel Building and the White Storage Building. The Electronics Shop addition, the Wind-Tunnel Building, and the White Storage Building all require new roofs.

Project No. 01 Electronics Shop:

The Electronics Shop is a single-story cinder block addition that has been cladded with vinyl siding. It was built in 1962 and currently uses a Thermoplastic Polyolefin (TPO) roof over a substrate that consists of bar joists and waffle board.

The sub-structure includes purlins that distribute load to the perimeter wall system. The exterior envelope consists of eight (8) double pane, double operable windows and two (2) access/egress doors, one single and one double. These door have a roof canopy system above them. The interior of the building is open office space with a verified gross square footage of 1,500 square feet (GSF).

The roof system includes a couple of instrument platform decks that are used to set up and test instruments before they are deployed in the field. These platforms will continue to be used after the roof has been replaced, therefore, the design must include both support and protection in the form of walk pads as well as semi-rigid insulation board beneath the roof system to support personnel traffic to and from these designated areas. The roof system also contains four (4) two inch (2”) galvanized plumbing vents and one sleeved outlet that will require either a boot flashing or curb flashing to accommodate these conditions on the roof.

The Work includes all necessary details to removal and replace two door canopies, one at the front of the building and one at the side of the access corridor. These canopies are approximately fifty (50) square feet (GSF) and ninety (90) square feet (GSF) respectively. This Work may require field investigation of existing conditions to determine the necessary detailing for demolition, removal and replacement of these canopies including support details for attachments and/or reinforcing required by the system.

There are three (3) scuppers on each side of the building. One is at the mid-span and two are located on either end of the facility. These approximate distance between the scuppers are twenty-two (22) feet.

Design documents shall include the evaluation of these scuppers along with their corresponding gutters to verify proper run-off of storm water.

Design team shall detail scuppers, gutters, boot connectors and fifty feet of run-off for each scupper location as part of the Work.

Project No. 02 Wind Tunnel Building:

The Wind Tunnel Building is a single story pre-engineered steel structure that was constructed in 1976. The roof system is a corrugated galvanized metal system that has received a silver coat application. This building has eight (8) operable windows, five (5) access/egress doors, and two (2) overhead operable garage doors. There are no canopies above the doors at this facility. The interior of this facility contains the central repository for one of NOAA’s essential programs, the U.S. Climate Reference Network’s (CRN’s) staff, equipment and instruments. This interior configuration consists of the main service area which houses a wind-tunnel used for calibration of anemometers. Adjacent spaces include a chemical laboratory, three (3) restrooms, a machine shop, fourteen (14) offices, a staging area and a storage loft. The verified gross square footage of the facility 6,196 square feet (GSF).

There are a total of seven (7) gutters, three (3) in the front and four (4) in the back. Design documents shall include the evaluation of the roof drain system to verify proper run-off of storm water. Owner anticipated that these gutters along with the corresponding drainage will need to be demolished and replaced with a system that can accommodate a higher volume of water than the current system. It is known that the existing system collects water on the roof during a rain event. The design team shall detail the gutters, boot connectors and fifty feet of run-off for each scupper location as part of the Work.

The Work includes all necessary details to remove and replace two door canopies, both at the front of the building.

These canopies are approximately twenty-five (25) square feet (GSF). This Work may require field investigation of existing conditions to determine the necessary detailing for demolition, removal and replacement of these canopies including support details for attachments and/or reinforcing required by the system.

The design team shall also detail the removal and replacement of the break metal trim, capping and coping details around the building to provide a completely integrated roofing and drainage system with proper eves and vents for the facility.

It is recommended that the design team review the varying elevations of the existing roof system determine one elevation that can be built up to allow for a uniform runoff. Include a ridge cap in the opposite direction of the existing drainage pattern to accommodate elevation changes in opposite directions.

Project No. 03 White Storage Building:

The White Storage Building is a single story stick frame wooden structure that was constructed in 1943. The existing roof is a 5V metal roof (white aluminum) over a substrate that consists of wood joists and wood lath. There are two (2) access/egress doors, one single and one double, with no windows. There are no canopies above the doors at this facility.

The interior of this facility is primarily open floor warehouse storage space. The verified gross square footage of the facility 960 square feet (GSF).

There is currently one gutter with two downspouts. Design documents shall include the evaluation of the roof drain system to verify proper run-off of storm water. Owner anticipated that this gutter along with the corresponding drainage will need to be demolished and replaced with a system that can accommodate a higher volume of water than the current system.

It is known that the existing roof system has not been tied down correctly, therefore the roof system has lifted and become fatigued due to wind sheer which has loosened the anchorage system and caused multiple leaks within the facility.

The vendor shall also detail the removal and replacement of the break metal trim, capping and coping details around the building to provide a completely integrated roofing and drainage system with proper eves and vents for the facility.
