NRC-HQ-60-15-R-0012
Amendment #01
1. QUESTION: Is the work of multi-source accidents generic rather than plant specific? If plant specific, which plant will this work be aimed at?
NRC Response: The selected plant is the Vogtle Electric Generating Plant. Units 1 and 2 each have a Westinghouse Pressurized Water Reactor (PWR).
2. QUESTION: There are no point scores given for the evaluation factors for the main contract or Task Orders 1 and 2. Please provide the evaluation factor scores.
NRC Response: The evaluation factors will be adjectival.
3. QUESTION: Travel (number of trips) is given for Task Orders 1 and 2, but not for the overall contract. Please provide the number/type/location of trips envisioned for the entirety of the contract, or a travel dollar estimate to be used for cost purposes.
NRC Response: All offerors for pricing purposes shall include a not to exceed amount of $54,000.00.
4. QUESTION: 3,360 hours are allocated over the life of the proposed contract (five years). Is there any guidance as to how the NRC envisions these hours to be split over the five years (aside from the 1400 hours allocated for Task Orders 1 and 2 being in the first year)?
NRC Response: There was a clerical error in the RFP. Overall level of effort for the entire contract is estimated to be 4,200 hours. 1,400 (700 hours for each task order 1 &2).
A breakdown of the Level of Effort estimate is shown in table below:
| FY2016 |
| FY2017 |
| FY2018 |
| FY2019 |
| FY2020 |
Senior Scientist:

The following changes are made to the clause referenced below:
2052.216-70 LEVEL OF EFFORT. (JAN 1993)
The NRC's estimate of the total effort for this project is approximately 4,200 professional and clerical staff-years for the duration of this contract. This information is advisory and is not to be considered as the sole basis for the development of the staffing plan. For the purposes of the Government estimate, 2000 hours constitute a staff year.
*To be incorporated into any resultant contract
5. QUESTION: There is a 50 page limit given for the technical proposal (not including resumes/past performance information). Do the Task Order 1 and 2 technical proposals count against the 50 page limit, or not?
NRC Response: Yes. The technical response for task orders 1 and 2 are included in the 50 page limitation.
| 6. | QUESTION: | Section C, p. 15, Section 9. Level of Effort. The Level of Effort indicated in the RFP, 3360 hours, appears to be very small in comparison with the Specific Tasks identified in Section 7 of the Statement of Work. We request that NRC either increase the LOE, decrease the SOW or clarify how the LOE is expected to be adequate to perform all seven tasks plus additional tasks that the RFP indicates may be added later. |
| NRC Response: | The following changes are made to the clause referenced below: |

| 7. | QUESTION: Task Orders 1 and 2, Section 6. Level of Effort. The Level of Effort indicated in the two task order RFPs, 700 hours each, appears to be very small in comparison with the identified scope of work. We request that NRC either increase the LOE, decrease the SOW or clarify how the LOE is expected to be adequate to perform the work. |
| NRC Response: | See Response in Question No. 6. |
8. QUESTION: Section C, p. 15, Section 9. Level of Effort. Regarding the overall contract SOW: Will NRC estimate the Level of Effort for each contract year by task (SOW Section 7), and/or by labor classification/skill level (SOW Section 5), or is that entirely at the bidder’s discretion?
NRC Response: See Response in Question No. 4
9. QUESTION: Does the NRC’s estimated LOE include project management and/or administrative support time?
NRC Response: See Response in Question No. 4
10. QUESTION: Task Orders 1 and 2, Section 6. Level of Effort. Regarding Task Orders 1 and 2:

12. QUESTION: Section L, p. 61, Type of Contract. The fill-in is blank.
Please clarify whether this is a CPFF, T&M, or hybrid contract. The RFP contains language for both, yet Section B contains only CPFF line items.
NRC Response:
The Government is contemplating the award of a hybrid IDIQ type contract consisting of either cost reimbursement/time & material or labor hour type orders. For evaluation purposes, offerors shall develop their cost proposal based on a cost plus fixed fee type arrangement. If the work under the task order is time and materials or labor hour the cost will be evaluated at the task order level.
The following changes are made to the clause referenced below:

NRC Response: Please see response in question #12.
14. QUESTION: Section L, p. 65, NRCL220A PROPOSAL PRESENTATION AND FORMAT paragraphs (d)(1) and (2); (e). Specifying the number of copies to be submitted seems to conflict with the electronic submittal requirement in the previous paragraph (c). Please clarify whether electronic submittal only is acceptable. If not, please specify the number of copies required for the cost and technical proposals.
NRC Response: Yes, electronic submittal only is acceptable.

NRC Response: See Response No. 4.
16. QUESTION: Does working with utilities (as a consultant/contractor) that are regulated under the Nuclear Regulatory Commission (NRC), pose a Conflict of Interest (COI) for doing this work with NRC. Assuming that the existing work is different from the work being bid through this solicitation.
NRC Response: That determination cannot be made at the proposal stage. Offerors shall review the OCOI Clause on page 23 and provide the certification as required on page 58. The NRC will make a determination after reviewing all of the information.
