A001

The following questions were submitted to the NRC during the solicitation period. The original questions have been provided as well as the NRC’s responses.

Question 1:

RFP Page B-4 states "...deliver training courses using training material recently developed under a separate contract.", in addition, RFP Section D.1 provides a list of the course schedule, obviously which is an outline of the training material. Could NRC provide the detailed already-developed training material to bidders as reference? With such information we will be able to provide a more comprehensive proposal in response to this solicitation.

Answer: The contents of this course are sensitive and therefore will not be provided at this time.

Question 2:

RFP Page B-3, B.5 MILESTONE SCHEDULE indicates that a Kickoff meeting is required within two weeks of contract award.

What is the NRC’s estimate Level of Effort (meeting hours) for the Kickoff meeting? How many attendees from the contractor does the NRC expect? Under what CLIN number should we include for the cost of the Kickoff meeting?

The answer to these questions is essential for developing a correct Cost Proposal.

Answer: The meeting is expected to take between two (2) and four (4) hours. All Key Personnel (Course

Instructors), as defined in the solicitation are expected to attend this meeting in person.

Project Managers, if any, are also encouraged to attend in person. Any additional personnel the successful offeror would want to include in the kickoff meeting could participate by online/bridge-line access.

In preparing for this meeting, Course Instructors are expected to review all the material in order to be able to ask questions and/or offer suggestions regarding the implementation of the training materials and course delivery.

The Kickoff Meeting must be scheduled within two weeks of award by coordinating with the NRC Contracting Officer’s Representative (COR), however the actual meeting date can be delayed an additional week or two, if necessary.

Offerors may submit cost proposals in any format they see fit (as a separate CLIN number or as part of the firm-fixed price for delivery of the course), however all travel costs associated with attending the kickoff meeting have been accounted for in the Not-To-Exceed Travel line item

(CLIN0003).

Question 3:

Aside from the Kickoff meeting, does the NRC expect to have any annual meeting (or a meeting prior to each delivery of course) with the contractor?

Answer: The COR anticipates holding a meeting before and after delivery of the first course. These meetings can be held in person or by online/bridge-line access. The meetings are expected to last about one (1) to two (2) hours and will address a typical readiness review and resolve any issues, post presentation, taking into account any important verbal feedback, lessons learned or issues encountered. The COR anticipates periodic communication (telephonically or via e-mail) throughout the year to address administrative matters such as scheduling sessions, enrollments, feedback and any issues.

Question 4:

Will the materials/NRC licensing experience combined with reactor design and regulatory experience meet the expectations described in the RFP?

Answer: Proposals will be evaluated strictly in accordance with the evaluation criterion as stated in the solicitation (Sections E.4 and E.5). Commercial nuclear power reactor licensing experience is a required factor in the bid evaluations.

Question 5:

Can the response date be delayed to allow time to respond?

Answer: As a result of the questions submitted during the solicitation period, the NRC will be extending the solicitation close date to 4:00pm EST on Friday, April 12, 2013.

Question 6:

Can the RFP be made an 8a set-aside?

Answer: Qualified 8(A) firms are highly encouraged to submit proposals, however this procurement will remain subject to Full and Open competition. All business concerns are eligible.

Question 7:

The solicitation states that this effort is subject to the Service Contract Act. Is there a specific Wage Determination Table that should be used? If so can you please provide?

Answer: WD 05-2103 (Rev.-12), is the governing Wage Determination Table for Montgomery County, Maryland (which is where the service will be provided). WD05-2103 was first posted on www.wdol.gov on 06/19/2012. All proposed labor categories should be in compliance with the terms of this table. A link is provided below.

http://www.wdol.gov/wdol/scafiles/std/05-2103.txt?v=12

Question 8:

The solicitation states that acknowledgement of amendments must be included in the proposal response. I do not have record that any have been released. Can you please confirm?

Answer: This amendment (A001) is the only amendment to the solicitation.

Question 9:

The solicitation states that a Small Business Subcontracting Plan is required for Offerors that are not classified as

Small under NAICS code 611430. Is there a specific plan template that should be used? What are the required minimum goals as those have not been included in the solicitation.

Answer: There is no template nor are there any minimum goals identified for this requirement. Small

Business Concerns submitting offers are not required to submit a Small Business

Subcontracting Plan with their proposal.

Question 10:

The solicitation states in Section E.1 (c) the validity period is 30 calendar days which is in conflict with Section E.6 (c) which requests a 60 calendar day validity period. Can you please clarify?

Answer: The validity period for this solicitation is 60 days. Section E.1 (c) states that “The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, http://www.wdol.gov/ http://www.wdol.gov/wdol/scafiles/std/05-2103.txt?v=12 unless another time period is specified in an addendum to the solicitation.” Section E.6 is an addendum to the solicitation and as such will govern the validity date time frame for all proposals submitted.

Question 11:

The solicitation states on page E-9 Section E.6 (d)(2) that one original and ___ copies of the offer are to be submitted.

Since this is an electronic submission is this a typo?

Answer: All proposals shall be submitted electronically, therefore no copies are required.
