The following items are excluded from the 100 page limitation; however, some of these items have individual page limitations: proposal cover letter, title page, table of contents, dividers, personnel resumes (not to exceed 3 pages each), and past performance reference information (not to exceed 1 page each).
4. Responses to questions from potential offerors are attached.
RFP NRC-HQ-12-R-10-0097 Questions and Responses
Question 1: Are there any “potential initial projects that need to be discussed”.
NRC Response 1: NRC is currently developing the requirements for a project that will be issued by means of a Task Order to the awardee.
Question 2: AutoCAD version 7, do you mean AutoCAD 2007? Please confirm.
NRC Response 2: AutoCAD 2007 Questions 3: By AutoCAD BIM do you mean ReVit?
NRC Response 3: AutoCAD Building Information Modeling can be used in conjunction with AuotCAD ReVit. Both are acceptable.
Question 4: Geotechnical and soils testing services are requested. Do you forsee an Addition that will be needed?
NRC Response 4: This requirement will not be necessary. The Statement of Work has been revised accordingly.
Question 5: Should IEEC be IECC (International Energy Conservation Code)?
NRC Response 5: Correct. The attached SOW has been revised accordingly.
Question 6: If a Joint Venture submits in response to this solicitation, would both companies in the JV have to be EDWOSB? Or is it a requirement that only one firm be a EDWOSB and the second firm could be any size?
Question 7: Can the small business that is Prime have large businesses as subcontractors?
Question 8: Can subconsultants be firms other than EDWOSB’s?
NRC Response 6, 7 and 8: If a Joint Venture submits in response to this solicitation, both companies in the Joint Venture would not have to be EDWOSB. Please see page 33 of the Small Business Administration’s (SBA) Women-Owned Small Business (WOSB) Program, Small Entity Compliance Guide to the WOSB Program found at: http://www.sba.gov/sites/default/files/files/COMPLIANCE%20GUIDE%20FOR%20THE%20WOSB%20PROGRAM%20v%201%202(1).pdf EDWOSB may have large businesses as subcontractors, but must comply with the at least 50% rule or “limitations on subcontracting” under FAR 52.219-14.
Question 9: Professional Qualifications- Key Personnel. Refers to Operations Manger and Job Superintendent- these titles are generally referred to for General Contractors. Please let us know the equivalent title you would like from an architecture firm- is the Principal and Job Captain?
Question 10: Please provide a definition of an Operations Manager. Normally we have a President, Project Manager and then Discipline or Task Project Managers, and Project Architects.
Questions 11: Please provide a definition of what you mean by a Job Superintendent? Typically as architects we provide Construction Administration in which we observe construction conditions and verify whether they meet the Contract Documents. A Construction Manager and Job Superintendent are normally hired by construction companies and are there every day during construction, to manage the construction process. Regarding the Job Superintendent, is this position to manage the move process?
Question 12: Regarding Key Personnel, typically this would include Mechanical, Electrical, Plumbing and Structural Engineers and Fire Protection. Would you like us to include them as Key Personnel?
NRC Response 9-12: Key Personnel positions shall include Principal Architect, Project Manager, Architect, and Interior Designer. Reference to Operations Manager and Job Superintendent are hereby removed. The technical evaluation criterion for Professional Qualifications is revised (above) via this amendment. In addition, the SOW is also revised to add Section VI, Key Personnel Duties.
Question 13: Could you tell me what the difference between the Senior Project Manager and Project Manager is? What is your definition of each role?
NRC Response 13: Senior Project manager would have more significant amount of past experience than a project manager. Either job category may be presented or proposed for this requirement.
Question 14: Past performance- is the five projects the five propjets that are listed in section F of the 330 form?
NRC Response 14: Yes.
Question 15: Specialized Experience-(a) list of commercial/public contracts that have been awarded in last three years similar in size and scope. How does this request differ from the past performance projects listed in the section above?
NRC Response 15: Past performance reflects the proven quality of your company's performance on projects similar in size and scope. Past performance is evaluated by obtaining input on performance factors, such as cost control, quality of product/service, schedule, management of key personnel, response to customer concerns, etc. Input is obtained by various methods, including but not limited to contacting references provided by the offeror and checking PPIRS (Past Performance Information Retrieval System), the government’s centralized databases for past performance.
Experience relates to and is evaluated based on the quantity and type of work your company has performed in relation to the proposed contract.
Question 16: Is it a new requirement or there is an incumbent? If it is not new, kindly provide the incumbent contractor’s name, contract # and total value of the contract.
NRC Response 16: This is a new requirement.
Question 17: It mentions that 5 references within the past 3 years should be included and goes on to say what information should be provided with each reference. Does this requirement go for the Prime Offeror and all of the sub consultants, or just the Prime Offeror?
NRC Response 17: Please provide five references for the prime contractor and five references for each major subcontractor proposed. A major subcontractor is a subcontractor that is proposed to perform 20% (in dollars) or more of the work under the contract.
Question 18: Would NRC consider or allow an out of state firm to submit for this solicitation NRC-HQ-12-R-10-0097?
Question 19: Is there a distance restriction or preference?
NRC Response 18 and 19: There is no geographical restriction. However, please note the technical criterion entitled “location in general geographical area” which is worth 10 points.
Question 20: Under instructions for addressing criteria, Past Performance, is the $700,000 - $900,000 referring to constructions cost or fees?
NRC Response 20: The $700,000 - $900,000 is referring to level of effort in cost to perform design projects. Construction is not part of this procurement.
