About this file
This is a Notice of Proposed Sole Source procurement document issued by the Colorado Department of Natural Resources, involving the State Land Board (SLB) and Colorado Parks and Wildlife (CPW). The scope of work requires a non-profit organization to manage the marketing and auctioning or raffling of a bighorn ram hunting voucher on behalf of the SLB. Under a formal partnership agreement with CPW, the SLB receives one bighorn ram voucher allocation every other year in 2027, 2029, and 2031 from the Chancellor Ranch in Las Animas County. The selected vendor will be responsible for conducting the auction or raffle and handling all associated marketing activities. A Purchase Order or Contract will be issued as soon as practical, with no specific response deadline or site visit requirements noted in the document. This is a notification of intent to award rather than a formal competitive solicitation, though other vendors may challenge the sole source status by submitting a one-page cover letter demonstrating their capabilities.
The State Land Board has estimated the selected vendor will retain approximately $150,000 for providing auctioning and raffling services. Under the agreement terms, 75% of gross proceeds from the auction or raffle are transferred to the SLB as revenue for the School Trust, while the non-profit partner retains 25% to cover administrative and marketing costs. Any remaining funds from the 25% share must be dedicated strictly to bighorn sheep habitat improvements, with project expenditure requiring consultation and approval by both the SLB and CPW. The document identifies Rocky Mountain Bighorn Society as the proposed sole source contractor, citing their specialized expertise in bighorn sheep management, proven track record managing high-value hunting auctions, established marketing reach within the Colorado hunting community, and mission alignment with bighorn sheep conservation. Questions and submissions should be directed to Jeanette Stroud at Jeanette.Stroud@state.co.us with the solicitation number NPSS1 PCAA 2026*0181 in the subject line.

Notice of Proposed Sole Source Scope of Work and Sole Source Justification
NPSS1 PCAA 2026*0181
Non-profit Partner for Chancellor Ranch Ram Tag
Scope of Services The State Land Board (SLB) and Colorado Parks and Wildlife (CPW) maintain a formal agreement regarding bighorn ram hunting on the Chancellor Ranch in Las Animas County.
Under the terms of this partnership, the SLB receives an allocation of one bighorn ram voucher every other year, specifically in 2027, 2029, and 2031. The agreement authorizes the SLB to utilize a non-profit organization to manage the sale of this voucher through either a public auction or a raffle. Rocky Mountain Bighorn Society will market and auction/raffle this ram voucher on behalf of the SLB.
Schedule and Term of Award A Purchase Order/Contract will be issued/executed as soon as practical. The Sole Source Procurement end date is [Insert Projected Procurement End Date].
Budget State Land Board has estimated that the selected vendor will retain an approximate amount of $150,000 for by providing the auctioning/raffling services for this agreement.
Sole Source Justification The ram voucher agreement with CPW specifies that 75% of the gross proceeds from the auction/raffle are transferred to the SLB as revenue (to the School Trust) for the hunting opportunity. The remaining 25% is retained by the non-profit partner to cover administrative and marketing costs. Any funds remaining from that 25% share must be dedicated strictly to bighorn sheep habitat improvements. The agreement dictates that these projects are prioritized first for the Chancellor Ranch and secondarily for Game Management Unit (GMU) S61. Project expenditure of these funds requires consultation and approval by both the State Land Board and CPW.
Because bighorn sheep management is a highly specialized field, the Rocky Mountain Bighorn Society (RMBS) is the ideal candidate for this role. The organization possesses the necessary operational expertise and a proven track record of managing high-value hunting auctions.
Furthermore, RMBS has established deep trust and an extensive marketing reach within the Colorado hunting community. Their mission is specifically focused on the conservation of
Colorado’s bighorn sheep, ensuring that the reinvestment of funds into local habitats is handled with professional expertise. No other vendor has this combination of expertise in bighorn sheep management, experience in providing these specific services, marketing reach, and alignment with the core objectives of the program.
