About this file
This file is a compliance letter template from the Idaho Department of Juvenile Corrections (IDJC) addressed to vendors regarding Idaho's No Public Funds for Abortion Act. The letter serves as the final step in IDJC's internal compliance process and is sent to vendors prior to finalizing agreements. The document informs vendors that all state of Idaho agencies, including IDJC, are subject to the Act, which establishes penalties against state employees who intentionally enter into agreements with abortion providers or affiliates, or who authorize the use of state facilities or public funds for abortion-related activities. The letter clarifies that no penalties apply to vendors themselves under this Act. Vendors are required to acknowledge receipt of the letter by signing and returning it to the purchasing agent, Jason R. Urquhart, no later than 5 p.m. Mountain time on a specified date. Responses should be submitted via email to jason.urquhart@idjc.idaho.gov, and vendors may contact the purchasing agent at 208-577-5426 with questions.
The letter explicitly states that at the time of issuance, IDJC has no information indicating that the Act would prevent finalization of the agreement with the vendor. However, vendors are invited to provide any additional information they believe the Department should consider regarding compliance with the Act. This compliance verification appears to be a standard procedural requirement for all IDJC procurement activities and does not establish financial terms, pricing conditions, or specific contract requirements, but rather addresses regulatory compliance matters specific to Idaho state law.

Dear Vendor Name, I am writing to you as the last step in our internal compliance process for Idaho’s No Public Funds for Abortion Act. All agencies of the State of Idaho, including The Department of Juvenile Corrections, are subject to this Act. The Act establishes a penalty against state employees who intentionally enter into an agreement with abortion providers or affiliates of abortion providers, or who authorize the use of state facilities or public funds for abortion related activity. Under the Act, there are no penalties that apply to you. At this time, the Department has no information that would trigger the Act and prevent us from finalizing our agreement with you. If you have additional information the Department should consider under the Act, please respond to me with that information as soon as possible.
Vendor acknowledges receipt of this one (1) page letter dated date.
