About this file

This is Amendment 3 to a Request for Quote (RFQ 993) issued by the Idaho Department of Juvenile Corrections for Fire Protection System and Equipment Services at the Juvenile Correction Center in Nampa, Idaho. The original RFQ closing date of July 28, 2025, has been extended to 5:00 p.m. Mountain time on August 1, 2025, as of this amendment dated July 25, 2025. The primary revision involves replacing the main RFQ document with a revised version (marked "REV 3") that includes a date change in Section 2, Time Lines. A site visit was conducted on July 15, 2025, with attendance from the Idaho Department of Juvenile Corrections, Apex Integrated Security Solutions, Convergint, and Delta Fire Systems. The contract is structured as a year-to-year arrangement, with services required annually. Key services include inspection and testing of sprinkler and fire alarm systems, though the sprinkler inspection is deferred to the following calendar year due to Delta Fire conducting the annual inspection in July 2025. The contract will require continuous fire and life safety protection maintenance during any system upgrade period.

The estimated annual cost for services under RFQ 993 is not to exceed $5,000.00. Delta Fire Systems is currently monitoring the fire alarm system. The most recent sprinkler inspection report available is dated September 25, 2023, with five-year inspection history provided as attachments to the amendment. A system upgrade to the fire alarm system is referenced in Exhibit B, though no specific timeline for installation of new fire panels has been established. The amendment addresses vendor questions regarding project cost estimates, the scope of sprinkler inspections, monitoring responsibilities, and testing requirements during the system upgrade phase. No set-asides or restrictions on vendor participation were indicated in the documentation provided.

Question
Response
Do you have a cost estimate or range for this project?
We estimate that the services required in RFQ 993 will cost no more than $5,000.00 annually.
Exhibit A Section 2.1 calls for a inspect and test of the sprinkler and fire alarm system however, during the site walk it was mentioned that Delta Fire will be conducting the annual sprinkler inspection within the month. Is the sprinkler test and inspection supposed to be part of this RFQ?
Not for this calendar year, but we will need services under the contract annually, so, sometime next calendar year we’ll need the sprinkler inspection and testing.
If sprinkler test and inspections are to be provided in the process, can you please provide the most recent sprinkler test and inspection report.
We have attached JCC-Nampa’s five year inspection.
Please also provide the dates for the last 3 and 5 year sprinkler inspections.
Please see the attachments to this Amendment. One of them is a copy of the report that was handed out at the site visit.
Please confirm who is currently monitoring the fire alarm system.
Delta Fire Systems.
Exhibit B References a system upgrade of the fire alarm system and delaying inspection until the upgrade is completed. In an occupied building although both old and new systems are not required to be maintained and operated as the primary system it is absolutely imperative that continuous fire and life safety protection is maintained. With that in mind and the most recent inspection able to be provided dated 09/25/2023 is the intent to have an untested/unproven system until completion or is testing going to be requested during this time?
We are scheduled with our current vendor to complete the sprinkler inspection and testing the week of 7/27/25.

III. The following is information from the site visit held on July 15, 2025:

Levi Griffith, Idaho Department of Juvenile Corrections Tyler Richardson, Apex Integrated Security Solutions Philip Williams, Convergint Kalynn Cooper, Convergint Matt Callinan, Delta Fire Systems
